CONSTITUTION: One end of a capillary tube 8 is connected to a servicing side heat- exchanger 6 through a cooling media supply pipeline 7, the other end of the capillary tube is also connected to a servicing side heat-exchanger 9 through a cooling media supply pipeline 10, and A section is securely fixed using soldering, etc., for better heat conduction so that a heat-exchange takes place between a cooling media in the capillary tube 8 and that contained in the cooling media supply pipeline 10. In such a mechanism, a cooling media in the capillary tube is cooled or heated through heat-exchange taking place at respective circulation processes in cooling or heating operation, foam-generating position in the capillary tube 8 shifts to downstream or upstream decreasing or increasing the volume, and the inside flow resistance is decreased or increased, and thereby, the cooling media circulation can be adjusted to appropriate volumes respectively.
