は、車止め支柱を回動させることができないようにして
車止め支柱を安定的に立設位置に確保されるようにし
た。このため、車止め支柱の周面には突出物がないか
ら、車止め支柱を意匠感を高め得る形態に容易に形成す
ることができ、かつ通行の安全性も確保でき、しかも車
止め支柱を開放させるにはキー操作による解錠操作を要
して、無用者による車止め支柱の収納位置への撤去がな
されることはなく、車止め支柱の保守管理が確実かつ容

柱周面から突出させた傾斜位置と、係止爪が車止め支柱
内へ退避した垂下位置とに変換する施錠機構とからなる
施錠装置を設け、 さらに、基部筒体の口部内周面に、下方へ開口されて車
止め支柱の周面から突成した係止突起が下方から挿入さ
れる案内溝路と、該案内溝路の上奥部で側方へ連続し、
該係止突起の上下移動を拘束することとなる連係溝部と
が連成されてなる係止溝と、傾斜位置にある施錠片の係
止爪が下方から挿入される施錠孔とを、連係溝部と施錠
孔との相対的角度位置が、前記係止突起と前記貫通孔と
の相対的角度位置と一致するようにして配設してなるこ
