サービスの登録が有る場合、発信局加入者の電話番号を
発信局側に要求し、受信した電話番号が上記非課金加入
者登録テーブルに登録されているかどうかを検索し、 該電話番号が該非課金加入者登録テーブルに登録されて
いる場合、発信局側に非課金信号を送出すると共に、発
信者側との通話料金を着信者側で加算するように構成す
る。
