  The lock cylinder 18 is supported by an elastic body 184, and has a lock plug 182 that abuts on the inclined surface 164 of the locking tool 16 on the inclined surface 188, and a plurality of dials 186 that determine the locking / unlocking state. The shackle 122 has a movable portion 1224, and the movable portion 1224 hits the locking tool 16.
