いずれの方法も土壌の存在を必要とし、都市化の進んだ地域では決壊のおそれのある緊急時に必要な量の土壌を入手することは不可能となった。

本第3の発明は、本第2の発明におけるU字溝内に耐密性の袋を内蔵させ、堤防の決壊が危惧されるとき前記耐密性の袋内に圧縮空気を吹き込むことで耐密性の袋を膨張、立ち上がらせるU字溝の蓋と耐密性の袋からなる堤防の嵩上げ方法である。
本第4の発明は、堤防上に略台形で側面の開方面端部に外方に突出する縁部を有するブロックを積層して配置し、堤防の決壊が危惧される時、前記積層しておいたブロックを順次積み重ねることで堤防を嵩上げする堤防の嵩上げ方法である。堤防を嵩上げするためのブロックを、堤防に予め用意しておくため略台形のブロックとし普段はU字溝として使用できるようにした。
