The term "rotationally offset" means that the opening 220 in the side portion 210 is in a rotational position relative to the locking element 216 about a central axis 206 extending through the opening and the locking element such that the locking element cannot be loaded or slid through the opening in a direction along axis 206.

The wheel 1026 can then be rotated in a second direction (i.e., opposite the first direction) relative to the first and second side portions 1006, 1008, thereby pulling the first and second side portions 1006, 1008 laterally toward each other until the first and second side portions 1006, 1008 are securely held together.
