A mooring chain or cable-securing hook 24, or sheave 23 of a mooring buoy is mounted at the outer end of an arm 18 that at the other end is bifurcated and pivotally secured to pivotpins 17 diametrically secured on a ring 14 supported by roller bearings and rollers 16 in a concentric guide channel formed on the top of the buoy by an annular flanged member 13 being secured to the top of the buoy concentrically of the centre of the top.
