Tobacco leaf conveyed as in Specification 902,066 by an air stream to a pipe 10 is shredded in the gap between high-speed rotors 14, 16, the shreds passing spirally along a cone 34 so that they are in twisted relationship in a cigarette rod formed therefrom by means 42. The rotors 14, 16, which cut by the action of the boundary layer of air carried therewith, as in Specification 902,067, may be solid with interengaging circumferential teeth or built up of discs separated by spacers, and act as an airsealing door, surplus air being removed through pipes 26, 28 whilst sufficient air to replace that carried away in the cigarette rod enters the otherwise still-air zone inside the cone 34 by an inlet 52.
