A hydrogen/chlorine fuel cell has hollow electrodes of activated carbon, the hydrogen electrode having a Group VIII metal catalyst on the surface, and the electrolyte is acid (e.g. HCI). The electrodes may be coated with sodium carboxymethyl film.
