A towel dispensing cabinet 10 of the kind wherein soiled towelling is returned to the cabinet and the rate at which the towel can be withdrawn is controlled, comprises a roller 24 rotated by the movement of the towel, and a rotary element 31 on the roller co-operating with a crutch-like lever 33, the rotary element 31 during its rotation in the direction of the arrow causing the lever 33 to pivot against the action of a spring 34 from the position shown so as to (a) cause the lever 33 to engage a tooth 32 of the element 31 and prevent further rotation of the element and (b) initiate a time delay mechanism that will slowly open under the action of the spring 34 to return the lever 33 to its original position and so release the rotary element 31. The time delay comprises a fixed suction cup 40 having an adjustable air leak controlled by a knob 41, and a co-operating movable suction cup 37 coupled to the lever 33. The clean towel passes from the roll 16 past a first roller 23, against which it is pressed by a heavy ruhber covered idle roller 27, to the exterior of the casing. The roller 27 is geared by a chain 26 to the roller 24. Soiled towel is wound up on a light wooden take-up roller 30 under the action of the roller 24 acting on the towel on the takeup roller 30.
