Abstract

The device (10) has a bogie (14) comprising two front wheels (16) and two back wheels (18) that are rested on a ground (S). A braking unit (20) is located between the front and back wheels and tilted between a braked position and a freewheel position, and comprises an actuator (22) and a braking element (24). An end (32) of the braking element is mounted in rotation with respect to a first transverse axis (A1) of the bogie when the actuator is rotatably mounted with respect to a second transverse axis (A2) of the bogie, where the axes are different from each other.
