Abstract

  The present invention constitutes a universal parking management system and provides a complete and reliable solution to the problem of payment by voice command. There are several types of systems intended to simplify the procedure for paying for parking using payment by mobile phone. , subject of the following patents:

  These patents suffer from a lack of knowledge of the legal complexity of parking, without prejudging their ergonomic defects (long programming, slow and complex control, etc.) prejudicial to

effective simplicity of use.

  These weaknesses result from the unilateral approach led by their authors, who, presumably not being parking professionals, contented themselves with applying mobile telephony to them, without focusing on the reverse approach consisting in analyzing beforehand and in depth the

  legal subtleties (proof of the transaction, contiguous cities ...) that characterize it.

  This facility therefore led them to develop, at the cost of legal plausibility and practice,

  a theoretically viable formula which is difficult to apply in the field.

  Thus, the patents WO 96/27170, WO 96/11453, WO 97 19568, US 5,940,481, WO 96/27170 and WO 93/20539 use the principle of incremental numbering of parking zones which involves the tedious composition of numerous digits on the laptop with a significant risk of selection errors. Evidenced by the principle of patent WO 99/49419 which requires no less than the composition

  The allocation of a single number per parking place as practiced by these patents like the patent WO 96/3 43 66 does not allow the user to identify the price of parking necessary for planning of its duration.   Patent FR 2 797 980 A MILGRAM MAURICE provides for the counting of a parking operation from the communication to a central server of a series of elements composed of: 2 first digits of the registration, the code postal, a numeric code of the tariff zone, the expected duration.   This formula immediately presents, in addition to the slowness (ticket drafting, composition of the C code by the controller) in processing information, many drawbacks making it unrealistic and

  legally dangerous, even illegal, to be implemented by municipalities.

  Indeed, it seems that the author did not perceive the legal value of control at its fair value by basing the verification of the status on a document drawn up by the user therefore having no uridic value. This principle is a door open to challenge by a user who can easily plead the personal error of transcription as well as of reading by the controller, notwithstanding the possibility of producing at any time a forgery. To be convinced of this, it is necessary to understand that it is precisely this risk which led to the production of the parking ticket by a detailed administrative machine, having legal force (the production of false parking tickets is always possible but falls under the criminal and falls under the forgery in writing particularly dissuasive).   The systematic display of the city name on the parking site is impractical and that of a postal code impractical. Indeed, the length of the latter is not suitable for a display readable from a distance, without prejudice to its juxtaposition to the digital tariff code which further lengthens it, bringing the set to six SS digits.
