Appts. comprises 2 two stage rollers having equal dia. stages facing one another and have a difference of 1-3% on the dia. of stages on the same roller. The tape is then formed by extension creating a permanent deformation as the tape moves over the rollers. Appts. is suitable for much smaller starting wire than in prior art and does not relay on small dia. rolls.
