Se caracteriza porque el módulo de comunicaciones (3), del terminal (1) y (7) del centro de control de alarmas (5) es de tipo GSM, y sus módulos de control (2 y 6) cuentan con un módulo de validación de acceso (13 y 18) y con un módulo de determinación de privilegios de acceso (14 y 19) para permitir el telemando y telecontrol desde diferentes terminales (1) y/o desde diferentes centros de control de alarmas (5),según la validación de acceso y jerarquías de acceso establecidas, permitiendo comunicaciones punto-punto, punto-multipunto, multipunto-punto, o multipunto- multipunto. Incluye terminales de mantenimiento (9), como un teléfono móvil, para consulta, recepción de mensajes y alarmas, modificar parámetros y enviar mensajes concretos para realizar el telemando y telecontrol según la jerarquía de acceso establecida.
