If the visited network supports VoNR capabilities but does not support EPS FB capabilities, the terminal does not support VoNR capabilities and EPS FB capabilities and is a non-voice terminal, judging that the terminal meets the condition that the roaming PLMN of the visited network and the home PLMN of the home network are set to be equivalent;
If the visited network does not support VoNR capabilities but supports EPS FB capabilities, the terminal supports EPS FB capabilities, judging that the terminal meets the condition that the roaming PLMN of the visited network and the home PLMN of the home network are set to be equivalent;

9. The method for setting an EPLMN list according to claim 1, wherein obtaining VoNR capabilities of the terminal specifically includes:
receiving a tracking area update message or a mobile registration update message sent by a terminal, wherein the tracking area update message or the mobile registration update message carries VoNR capacity of the terminal;
and acquiring VoNR capability of the terminal from the tracking area update message or the mobile registration update message.

If the core network equipment is home network core network equipment, carrying a roaming PLMN of the visiting network in an EPLMN list and sending the roaming PLMN to the terminal;
