loading a filter element into the outer body from the second end such that the filter element is disposed adjacent the cooling tube; and
wrapping a wrapper around an outer surface of the plurality of outer tubes to form a plurality of cartridges.
2. The method of loading a cartridge of claim 1, wherein the "loading tobacco from a second end disposed opposite the first end of the outer tube" comprises:
providing a quantity of tobacco and positioning said tobacco adjacent said second end; and
filling the tobacco into the outer tube body from the second end.
3. The method of loading a cartridge of claim 2, wherein said providing a measured amount of tobacco comprises:
