online and offline inspection: the method comprises the steps of providing certificate checking modes of an online network environment and an offline network environment, wherein the online checking supports validity and authenticity check of an electronic signature and a two-dimensional code in a certificate, and the offline checking mainly provides certificate information reading stored in the two-dimensional code so as to realize consistency of certificate information of checked employees presented in client software of an inspector and held electronic certificate content provided by the employees;

the client of the inspector can also add personalized business online handling service according to other business requirements of the administrative administration department, and realize seamless butt joint with online business and offline business of each local administrative system and other related systems while perfecting the online business handling process, wherein the main functions are as follows;
reporting and recording violation enforcement information: providing online input violation enforcement information, recording the information through a background service system, supporting recording states of enforcement penalty payment, invoice drawing and the like, and realizing synchronization of the violation enforcement information in the inspector client and information of road transportation user client software;
notification issuing, policy promulgation and learning training: the system supports the issuing of regulations and notices of law enforcement inspection business by management departments of various provinces, provides promises and notices of the regulations such as industrial technical standards, policy guidance and the like, can support online learning and researching windows of promises and reading teaching materials, reduces fund waste in the offline training process and realizes paperless teaching materials.
