Abstract

The invention provides an air-ground integrated emergency communication and command scheduling system which comprises a mobile terminal, an unmanned aerial vehicle, a WIFI hotspot, a private network base station, a switch, a local server, a satellite BGAN portable terminal, a maritime satellite and a mobile satellite ground station. The system has the characteristics of self-networking, cooperative transmission, portable movement and the like, has better expansibility and stability, and can provide real-time, safe, stable, reliable and high-speed investigation, communication, command and scheduling services for various natural disasters and emergency situations.

Background
With the aggravation of global environmental pollution and the change of climate, the frequency of large-scale natural disasters is increased rapidly, and all countries rank the emergency communication guarantee as a major topic about the national civilians. The construction of the emergency communication guarantee system in China makes great progress, but compared with the developed western countries, the technical means is still lagged behind, and the requirements of quickly constructing reliable, efficient and robust emergency communication networks which are suitable for various user groups under various emergency incidents cannot be met. At present, the emergency communication system in China is not perfect enough, the structure is single, for example, the public communication network is easy to be paralyzed due to overload when facing an emergency; the coverage range of cluster communication is narrow, which is not beneficial to use; the cost of the satellite communication system is too high, the difficulty of the construction is also large, and the popularization is not facilitated. public network communication for transmitting data to traffic command center by using current ground mobile communication network;
the router or the switch is used for linking the private network portable base station, the local server, the satellite terminal and the public network communication service;
and the emergency communication command scheduling software platform is communicated with the traffic command main center and the scheduling command sub-center.

The information interaction between different base stations and the dispatching command center is completed by the information transmission between the satellite BGAN portable terminal and the maritime satellite.
In an embodiment of the air-space-ground integrated emergency communication and command scheduling system, the scheduling command sub-center is deployed on a local server and used for scheduling and managing local users, interacting the local users and switching information interaction between the local users and other scheduling command sub-centers or users of other scheduling command sub-centers.

The air-space-ground integrated emergency communication and command scheduling system is suitable for emergency situations, a wired network is lacked in the field, and rapid network deployment or dynamic configuration is needed.
The emergency three-dimensional communication and command scheduling system is an emergency three-dimensional communication platform which integrates satellite communication, private network communication and public network communication technologies by utilizing a wireless ad hoc network technology based on a Wi-Fi micro-cluster and realizes interconnection and intercommunication of a maritime satellite, an unmanned aerial vehicle and ground communication equipment; and the functions of acquiring, analyzing and commanding and scheduling multi-source information of an emergency site are realized by utilizing safety emergency disposal and commanding and scheduling software.
When major events and emergencies occur, the invention can realize on-site resource sharing, communication channel sharing and multipurpose service, and realize high-efficiency wireless communication command, contact and scheduling functions.
The emergency communication commanding and scheduling software platform is deployed on a cloud server and comprises a firewall, load balancing, a special network core network server (optional), an application server, a database server, a data analysis server, a data security server (data encryption and decryption), an APPServer server and a database.
