a rotating disk is arranged on the part, close to the pen point, of the pen body and matched with the external thread, and the diameter of the rotating disk is larger than that of an inner hole of the adjusting sleeve; the part of the pen body far away from the pen point is provided with a nut, the nut is matched with the external thread, an elastic washer is arranged between the nut and the adjusting sleeve, and the outer diameter of the elastic washer is larger than the diameter of an inner hole of the adjusting sleeve.

The wheel dresser of claim 6, wherein: the fixing screw is also included; one side of the wall thickness of the eccentric sleeve is provided with a through vertical groove; the fixing screw is contacted with the outer circular surface of the eccentric sleeve through a threaded hole arranged on the rotating arm.
8. The wheel dresser of claim 6, wherein: the lower part of the eccentric sleeve is provided with a ring groove, and the ring groove is provided with a baffle ring.
