The working process and the principle of the device are as follows:
when the cutter 3 normally works, the first cone pulley 14 rotates to drive the second cone pulley 15 to rotate, the first rotary table 1 rotates along with the first cone pulley, initially, the convex column of the movable plate 2 is positioned in the straight groove of the first rotary table 1, the upper cutter 3 is contacted with the end of the short shaft of the rear convex disc, the lower cutter 3 is contacted with the end of the short shaft of the front convex disc, along with the rotation of the first rotary table 1, the arc groove of the first rotary table 1 is close to the convex column, the movable plate 2 is pushed to move to the left by pushing the convex column, the first support rod moves synchronously, and as the cutter 3 is movably connected with the second support rod, the first support rod and the second support rod are fixedly connected to the outer side of the sliding plate, so that the cutter; meanwhile, the first rotary table 1 rotates to enable the long shaft end of the rear convex disc to be close to the upper cutter 3, the long shaft end of the front convex disc is close to the lower cutter 3, the two cutters 3 rotate by taking the joint of the outer side connecting plate and the second support rod as a rotating point, one sides of the cutters 3 far away from the convex disc are close to each other to cut materials, the first rotary table 1 rotates to drive the pendulum ball 4 at the bottom of the first rotary table to rotate, and the pendulum ball 4 is in a floating state and is not in contact with the fixed table 5 due to the action of centrifugal force.

When the cutting knife 3 is passivated, when the cutting knives 3 approach each other, the resistance of the material to the cutting knife 3 is increased, so that the torque when the first rotary table 1 rotates is increased, because under the condition of fixed power, the torque is in inverse proportion to the rotating speed of the engine, the rotating speed is faster, the torque is smaller, otherwise, the rotating speed is larger, the rotating speed of the first rotary table 1 is reduced, the centrifugal force generated when the first rotary table 1 rotates is reduced, the swinging ball 4 at the bottom of the swinging ball is close to the fixed table 5, the swinging ball 4 rotates the push block 7 close to the outer side of the fixed table 5, the push block 7 is pushed to be close to the electric plate 8, the connecting plate at the outer side of the push block is contacted with the electric plate 8, the circuit is connected to cause the alarm lamp 6 to give an alarm, the push block 7 moves leftwards to cause the connecting plate at the outer side of the push block to be far away from the first rotary rod 9 and not support the first rotary rod, the first rotary rod 9 is acted by, the first rotating rod 9 drives the pull rope 10 to move downwards, so that the weight 11 is pressed on the surface of the second rotating rod 12, the second rotating rod 12 is caused to rotate clockwise by taking the joint of the second rotating rod 12 and the outer fixed block as a rotating point, the latch on the outer side of the second rotating rod 12 moves upwards to be close to the second rotating disc 13, the latch is clamped in the notch of the second rotating disc 13 to prevent the second rotating disc 13 from rotating, the first cone pulley 14 on the outer side of the second rotating rod also stops rotating, and the shearing operation stops.
