In order to effectively count the number of times of washing hands of medical staff per day, the counter calculates the sum of the number of times that the alcohol concentration value exceeds a preset value and the number of times that the water flow value exceeds a standard value, namely the total number of times of washing hands of the medical staff, and the display screen displays the sum of the counted times of the counter in real time (including alcohol washing and clear water washing).
