the negotiation module is further configured to request a second negotiation parameter from the gateway device on the receiving end side, and complete parameter negotiation on the a interface on the transmitting end side according to the second negotiation parameter.
7. The apparatus of claim 5, wherein the first negotiation parameter comprises a circuit identification code number and a signaling point code number, and wherein the negotiation module is specifically configured to:

8. The apparatus of claim 6, wherein the second negotiation parameter comprises an interface parameter of a receiving end-side a interface, and wherein the negotiation module is specifically configured to:
completing parameter negotiation on the interface A at the sending end side, specifically: and negotiating the signaling point code number and the interface number of the interface A at the sending end side according to the second negotiation parameter.
