With the advent of the information age, many developed countries are aware of the benefits of taking advantage of the information high-speed channel, and under the control and promotion of governments, some developed countries and regions in europe and the united states have been in dispute to transition and transform traditional bidding work to electronization and informatization. Not only can improve the working efficiency, but also can establish a transparent and fair bidding system. For example, electronic bidding begins to be adopted in canada in 1991, and a government purchasing network is invested and used in 1997, is the only official website for issuing bidding information in canada, and successfully saves a great deal of purchasing cost for the government; from 2006 to 1 month, germany requires the federal primary government to unify the procurement of general goods and services with an electronic procurement platform developed by the government; the united states, which places great importance on the use of information technology in government procurement, has all of its contractual procurement projects procured through an online procurement platform.

Because the traditional bidding mode is difficult to keep pace with the era, the market development and social progress are in all aspects.

The government bidding platform is a government enterprise-oriented bidding platform for bidding. When the platform is used, the use authority of the user needs to be noticed, and the user is divided into two types during design: government administrators and enterprise users. The authority of the two users is different, only government users can use the functions of project management and result auditing, and only enterprise users can use the function of my declaration. And government announcement modules are available to both users.

The system database design of the platform comprises concept structure design, data dictionary design and logic structure design. The purpose of concept structure design is to translate the user's requirements into a process of abstract model, so it is the key to the overall database design. The data items of the data dictionary comprise field names, data types, lengths, whether the data items are empty, main codes or external codes, remarks and the like.

The data concept structure of the government bidding platform is designed as follows:

item table: project Id (primary key), project name, issuing unit, issuing time, contact person, contact telephone, electronic mail box, project requirement, ending requirement, declaration deadline, project state and project detail information.

Reporting the form: declaration Id (primary key), project Id, declaration unit, declaration price, contact person, contact phone, email, declaration status, and scheme introduction.

The government bidding platform logic structure design drawing is shown in fig. 7 and mainly comprises four structures: project, declaration, archive, and attachment.

The specific operation process of the platform is as follows:

after logging in, the user clicks 'government notice' on the navigation bar, and can enter the government notice function module. The function module is used for displaying information such as project bulletins, bid winning bulletins and bid discarding bulletins to users.

Clicking one of the bulletin modules in the navigation bar at the top to enter the related bulletin page. Such as clicking on "project bulletin". The module contains information consisting of the name of the item, the unit of release, the release date and the expiration date. Among the operations that can be performed are previewing and searching. The winning bid and denying bid announcements function similarly to the project announcements.

Clicking on the preview may enter the detailed page of the announcement. The detailed information presented by the bulletins is different according to the types of the bulletins. The differences are as follows

(1) The effect and display information of the detailed page of the project bulletin includes basic information of a publishing unit and detailed information of a bid, project requirements and ending requirements.

(2) The effect and display information of the detailed page of the winning bid notice comprises basic information and bidding details of the bidder.

(3) The effect of the detailed page of the trash announcement and the presentation information include basic information of a distribution unit, detailed information of a bid, and a reason for a tape-out.

The key codes for government announcements are as follows. The function of the code is to read the announcement of which the item status is 'announced' in the item table, and the codes of the winning bid announcement and the disused bid announcement are similar. Only the corresponding itemState (announcement status) needs to be specified.

Enterprise users can declare projects and view declared projects.

When the enterprise user wants to declare a project, the enterprise user can click to 'declare' to enter a project declaration link at a project bulletin detail page of the project in the bidding stage. The automatically loaded data includes declaration unit, contact person, contact telephone and electronic mail box, the data to be input includes quotation and brief introduction of scheme, and the attachment of label is uploaded.

After the enterprise user declares the project, the user can click 'my declaration' on the navigation bar to find an entrance for viewing the declared project.

After entering the My declaration module, the list page of My declaration can be seen. The declared items can be seen. The list display information comprises important information such as a project name, a declaration price and a declaration state, the details of the project can be checked by clicking the project name, and the information filled in the declaration project can be checked by checking the declaration details after clicking the project.

For a winning bid item, if the item has been completed, "closing" may be clicked on, and closing material submitted for review by a government administrator. The government administrator clicks on "project management" of the navigation bar and may enter the project management module. At which a project may be created, published for the new project or draft box, and viewed for published and archived projects.

The core code of the new project is as follows. After the government administrator releases the project, the bidding unit is obtained after the processes of off-line bidding, bid selection, bid opening and the like. The government administrator may enter a detailed page of the project in the sent project, at the bottom of the detailed page. And selecting a winning bid unit, confirming the winning bid unit as the winning bid unit and issuing a winning bid notice.

The "archived" module can view the archived items. Items desired to be viewed can be searched for by a side-by-side search fuzzy search, and detailed information of the items can be browsed.
