in future mobile communication networks, there may be multiple layers of networks, each with its service provision capability, or adapted service type, each with emphasis and differences. If base stations of different levels or different locations belong to the same TA (tracking area) area, one TA corresponds to one TAC (tracking area code); or base stations of different levels or different locations belong to a specific cell set, which may be a TAC-like cell set conceptually divided by location, or a hotspot-like cell set conceptually divided by function, or a jointly determined set thereof, such as a hotspot cell set further configured on the basis of TAC, and the cells in these sets have corresponding cell type identifiers, where the cell type identifiers are: the identifier may be a series of explicitly defined identifiers, or may be an identifier formed by combining existing identifiers, for example, the simplest division is a macro cell identifier and a micro cell identifier, an access type priority, a paging priority cell, a cell type priority, different types of cell type identifiers divided according to the service data transmission throughput, and the like; the terminal obtains the cell type through the cell type identification issued by the network side;
and step 12, when the terminal selects or reselects the cell, according to the cell types of the plurality of cells, at least one cell belonging to one cell type is selected from the plurality of cells as a resident cell.
In the first embodiment, the terminal listens for pages in a plurality of cells belonging to a plurality of cell types, such as terminals listening for pages in a1, a2, A3, B1, B2, B3; the cell types of A1, A2 and A3 are all A types, and the cell types of B1, B2 and B3 are all B types; then, the terminal selects one cell a1 to camp in a type a cell (a1, a2, A3), and of course may select B1 to camp in a type B cell (B1, B2, B3); the terminal selects a specific cell type from a plurality of cell types, and then selects a cell to camp on from the plurality of cells of the type. Of course, the terminal may also select a cell of a specific type for camping on the basis of a certain policy according to the cell types to which the multiple cells belong.
In the embodiment of the invention, the terminal firstly monitors paging in a plurality of cells, and then selects at least one cell belonging to one cell type from the plurality of cells as the resident cell according to the cell types of the plurality of cells when selecting or reselecting the cells. The terminal can reside in one cell in each cell type, and further receives the broadcast message and the interception paging message in the resident cell, thereby ensuring reasonable distribution of services and reducing unnecessary switching and other signaling overhead among networks.

The terminal reports all the cell type identifiers of all cells which can reside in or hope to reside in, which can be reported when doing attachment flow or location area update or cell type update related flow, if these cells with cell type identifiers belong to different TAs, the terminal needs to report multiple TAs. If the cell type change seen by the terminal in cell selection or reselection is inconsistent with the last reported cell type, the cell type is reported again, or the cell type list corresponding to the cell detected by the terminal contains a cell type different from the cell type list reported last time, the terminal reports the cell type list update to the network side equipment
In the above embodiment of the present invention, the network side may inform the terminal whether the cell type list needs to be reported based on its own capability (for example, whether paging indication information is supported or not, or whether the paging indication information is needed or not is determined based on a service load condition), and if so, the terminal may report the cell type list and prepare for sending and receiving a service based on the paging indication information sent by the receiving network side; if the cell type list is not supported or adopted, the terminal does not need to report the cell type list.
