本发明实施例提供一种数据传输方法、装置及系统,涉及通信领域,能够提高数据包的传输效率。该数据传输方法包括:处于空闲态的终端接收基站发送的第一资源信息,第一资源信息用于终端向基站发送上行应用层数据包;终端在第一资源信息上,向基站发送上行应用层数据包。该数据传输方法应用于数据传输系统中。
