Except that the default idle-state mobile phone initiates a random access process to send the confirmation information to the network side, the idle-state mobile phone may also wait for the network access that needs to be triggered by the conventional service or signaling (the conventional service or signaling refers to the existing communication service or signaling, for example, a short message service, an internet access service, etc.) to send the confirmation information to the network side. When receiving the confirmation information sent by the mobile phones of Mr. P and Mr. Q, the network side obtains the mobile phone numbers (or mobile phone card numbers) of Mr. P and Mr. Q from the sent confirmation information, and investigators obtain the identity information of Mr. P and Mr. Q through the user subscription information and determine that the identity information appears near the incident place when the alarm event occurs from the confirmation information of the identity information; in order to make the investigation more smooth, the investigator asks the operators whether the operators know about the alarm event or not by pushing a short message to the operators and asks the operators to cooperate with the investigation. In the method of the embodiment of the invention, the position information and the time information which are once resided by the mobile phone are stored in the storage space which is not influenced by mobile phone cards such as SIM or USIM, so that even if the key person of the alarm event changes the mobile phone card, the resident position information stored in the mobile phone can send confirmation information to the network side when the network side sends the broadcast message. Meanwhile, in order to avoid initiating access and reporting by a large number of internet of things terminals near the incident site, the internet of things terminals may not monitor such paging messages, or the network side may carry information (for example, access control AC level) indicating the terminal type or SIM/USIM card type when broadcasting the paging messages, and the terminal further takes whether to match its own terminal type as one of necessary conditions for reporting to the network side.
