43. The terminal of claim 41, wherein the sixth trigger condition comprises one or more of the following conditions: RXLEV of the serving cell is less than a fifth intensity threshold, and RXQUAL of the serving cell is greater than or equal to a fourth quality threshold.
44. The terminal of any of claims 33-43, wherein the processor is further configured to:
when the measurement result of the serving cell meets a seventh trigger condition, prolonging the routing area update period and/or the location area update period of the terminal; or,
and when the measurement result of the serving cell meets an eighth trigger condition, shortening the routing area updating period and/or the location area updating period of the terminal.
45. The terminal of claim 44, wherein the seventh trigger condition comprises one or more of the following conditions: the RXLEV of the serving cell is greater than or equal to a sixth intensity threshold, the RXQUAL of the serving cell is less than a sixth quality threshold, and the moving speed of the terminal is less than a set speed.
46. The terminal of claim 44, wherein the eighth trigger condition comprises one or more of the following conditions: the RXLEV of the serving cell is smaller than a seventh intensity threshold, the RXQUAL of the serving cell is larger than or equal to a seventh quality threshold, and the moving speed of the terminal is larger than or equal to the set speed.
47. The terminal according to any of claims 33-46, characterized in that:
the receiver is further configured to receive a measurement policy issued by the network side device, where the measurement policy is used to indicate an identifier of a neighboring cell measured by the terminal;
and the processor is also used for measuring the adjacent cell corresponding to the identifier of the adjacent cell according to the identifier of the adjacent cell.
48. The method of any one of claims 33-47, wherein:
the receiver is further configured to receive a measurement policy issued by the network side device, where the measurement policy is used to indicate a measurement period of the terminal;
the processor is further configured to measure the at least one neighboring cell according to the measurement period.
