2. The method of claim 1, wherein obtaining access condition information of a second access device of a second network system by a first access device of the first network system comprises:
the first access device of the first network system obtains the access condition information of the second access device through a private interface message or an open interface message between the first access device and the second access device of the second network system.
3. The method of claim 1, wherein the first access device sends the access condition information to the UE, and wherein the sending comprises:

6. The method of claim 5, wherein the UE determines whether to select the second network system for re-access according to the access condition information, comprising:
if the load information of the access condition information comprises a capacity grade, the UE generates a first random number;
and when the first random number is less than or equal to the capacity grade, the UE selects the second network system for re-access.
7. The method of claim 5, wherein the UE determines whether to select the second network system for re-access according to the access condition information, comprising:
if the access limiting information of the access condition information comprises an access limiting factor, access limiting time and limited access type information, when the access type of the UE is a single specified type and belongs to a limited access type, the UE does not execute the selection of the second network system for re-access within the access limiting time; and when the access type of the UE is a random judgment type, the UE generates a second random number, and when the second random number is larger than the access limiting factor, the UE does not select the second network system to perform re-access within the access limiting time.

12. The UE of claim 11, wherein the access condition information comprises load information and/or access restriction information.
13. The ue of claim 12, wherein the reselection determination unit comprises:
a generating subunit, configured to receive the access condition information sent by the information receiving unit, and generate a first random number when the load information of the access condition information includes a capacity class;
the reselection subunit is configured to select the second network system for re-access when the first random number generated by the generation subunit is smaller than or equal to the capacity class.
14. The user equipment of claim 13,
