According to the 36.331 protocol, the measurement configuration is mainly composed of measurement objects, reporting configurations and measurement identities. The measurement object mainly includes a carrier frequency to be measured, neighbor Cell information, and a Physical Cell ID (PCI) value specified by Cell Global Identifier (CGI) information, and the report configuration mainly includes a report standard (event trigger threshold, periodic report purpose, or the like) and a report form (maximum number of reported cells, report amount, or the like). When the UE processes the ReportCGI measurement, the following problems exist: if the report CGI measurement only fills in the cellForWhickReportCGI field, the measurement object information is not modified, and the measurement object information already exists in the local variable MeasObjectList of the UE, namely, only the PCI measured by the report CGI is specified again, so that the UE still considers that the measurement object information is modified, also considers that the information which is originally reported to the eNB and is stored in the local trigger cell list, the reporting times and the like are invalid, deletes all the related information, re-measures and triggers to report. Such processing causes the measurement processing of the UE to be complicated, and increases unnecessary air interface data of the UE measurement report, resulting in waste of air interface resources.

A measurement system of UE is characterized in that measurement parameters configured by measurement without influencing measurement results of other measurement tasks are moved from a measurement object to parameter configuration of other air interfaces, and the system comprises: eNB and UE; wherein,
the eNB is used for filling the moved measurement parameters without filling the measurement object information when issuing the measurement configuration of the moved measurement parameters of which the measurement object information does not change;
and the UE is used for receiving the measurement configuration of the moved measurement parameters, acquiring that the measurement object is not modified according to unfilled measurement object information, and measuring according to the measurement configuration without performing local update.
8. The measurement system of claim 7, wherein the moved measurement parameter is a cellforwhichreportcgi field that is moved from a measurement object into a reporting configuration;
and/or the moved measurement parameter is a measCycleSCell-v10x0 field, and the measCycleSCell-v10x0 field is moved from the measurement object into the radioresourceconfigcommon scell-r 10.

The measurement system according to claim 8, wherein when the measurement configuration is a report cgi measurement, the eNB is specifically configured to issue a report cgi measurement through an RRCConnectionReconfiguration message, and when measurement object information of the report cgi is not changed, a measurement object identifier and corresponding measurement object information are no longer filled in a measurement object addition list in a measconfiguration in an RRCConnectionReconfiguration message, and a report configuration identifier and corresponding report configuration information are only filled in a report configuration addition list in the measconfiguration in the RRCConnectionReconfiguration message, where the report configuration information further includes a field of filling a forcellwhichtestfabricated report cgi.
10. The measurement system according to claim 9, wherein the UE is specifically configured to perform local configuration after receiving report CGI measurement, obtain that a measurement object is not modified according to that measurement object information in a measurement object addition list in a measConfig in an RRCConnectionReconfiguration message is not filled, do not perform local update if the measurement object is not modified, respond to an RRCConnectionReconfigurationComplete message to the eNB after the local configuration is successful, obtain CGI information of a cellforwhichreportcgi field specified PCI, and report the CGI information to the eNB through a measurreport message.
