The invention discloses a method and a system for controlling user equipment (UE) to carry out measurement. The method comprises the following steps that: a radio network controller (RNC) notifies UE of automatic neighboring relationship function (ANR) measurement and indicates that the measurement report way of the UE is periodic report; and the UE carries out ANR measurement and periodically reports the measurement results according to the indicated measurement report way. Background
Ensuring service continuity for mobile subscribers is a basic function of cellular mobile communication systems, and handover of a mobile station serving cell is a primary means of ensuring service continuity. In order to facilitate switching of a UE (User Equipment), a system needs to configure an adjacency relation for each cell, so that a network side notifies neighboring cell information to the User Equipment; and the network side indicates the user equipment to switch to a certain adjacent cell according to the reported measurement result.
The neighboring cells around a cell are not only related to the cell distance, but also closely related to the radio environment in which the cell is located. Due to the complex wireless environment, especially the dense urban environment of high-rise buildings, it is difficult to exactly judge which neighboring cells should be configured for a certain cell at the initial stage of network planning. Some systems are added with a cell or the property of the cell is changed, and the adjacent relation of the cell is not updated in time; or the change of the environment, the omission of network planners and the like can cause the update of the information of the adjacent regions to be untimely. This will cause the user equipment not to be able to switch to other cells in time, and the load of the cell is too high, the signal quality of the cell is deteriorated, the interference is serious, or the user is dropped. Therefore, an ANR (Automatic neighbor relation Function) topic is introduced into the 3GPP (3rd generation partnership project) conference, but there is no specific method for controlling the UE to perform measurement reporting.

After the notification message carries the above information, the UE performs ANR measurement, and the process of periodically reporting the measurement result according to the indicated measurement reporting mode may include: the UE measures the physical quantity to be measured carried in the notification message; and the UE carries the measurement result in the measurement report to be reported periodically, wherein the interval between two adjacent reports is equal to the length of the reporting period carried in the notification message.
The above-mentioned measurement report is a form of embodying a measurement result, which may contain information of a cell and may optionally include a specific value of a measured physical quantity. In a specific implementation, the Measurement Report may be carried in an Additional Measurement Report (Additional Measurement Report) or reported in an existing RRC message.
