Background
In order to satisfy the increasing number of subscribers of cellular mobile communication system and the increasing demand of subscribers for service, the scale of cellular network will be enlarged, the number of base stations will be increased, and the cooperative operation between cellular mobile communication systems of various systems will be deepened. However, the management and maintenance of the neighbor cell relationship of a cell in a cellular network becomes more and more cumbersome work, so operators expect that the past manual management of the neighbor cell relationship can be automated by the system.
As shown in fig. 1, in an UTRA network, a Universal Terrestrial Radio Access Network (UTRAN) includes two basic network elements, namely a Radio Network Controller (RNC) and a base station (NodeB). The neighboring cell relations among a plurality of cells under hundreds of nodebs can dynamically change with the requirements of network planning optimization and the change of the wireless environment.
In the UTRA network, the correct neighbor relation between cells is very important to the network performance. Such as: the neighbor relation is used when the optimal switching of the user terminal (UE) is realized, the service continuity of the UE is ensured, and the network is helped to realize load balance, capacity allocation, energy conservation and the like. Under manual neighbor cell management, a network side notifies the pre-configured neighbor cell relation to the UE through a system broadcast message or a proprietary control message, and the UE further stores and utilizes the received neighbor cell relation. However, the neighbor relation configured in advance from the network side may be outdated and may not truly reflect the real-time neighbor relation. Such as: due to the complex wireless environment, especially the dense urban environment of high-rise buildings, it is difficult to exactly judge which adjacent cells should be configured in a certain cell at the initial stage of network planning; some systems are added with a cell or the property of the cell is changed, and the adjacent relation of the cell is not updated in time; or the change of the environment, the omission of network planners and the like can cause the update of the information of the adjacent regions to be untimely. This may cause the UE not to be able to switch to another cell in time, which may cause the load of the cell to be too high, the signal quality of the cell to be degraded, the interference to be severe, or the user's call drop.
The cell information consists of cell physical layer information and cell high layer information. The cell physical layer information is a Primary Scrambling Code (PSC) of a cell, and during network planning, the PSC is unique in a certain area. The cell high-level information of the UTRAN includes two parts, namely, a Public Land Mobile Network (PLMN) and a cell unique identifier (CID) in the PLMN, or includes three parts, namely, a PLMN, a Routing Area Identifier (RAI) and a Location Area Identifier (LAI), or includes four parts, namely, a PLMN, an RAI, an LAI and a CID. The high layer information of an evolved UTRAN (E-UTRAN) cell includes Cell Global Information (CGI), path domain codes (TAC), and a public land mobile network list (PLMNlist). The high-level information of the GSM cell includes CGI and RAC.
In order to configure the neighbor relations of cells in a timely manner, it is proposed in the industry that the UMTS system adds a neighbor cell list by using an Automatic Neighbor Relation (ANR) function under the dedicated connection state CellDCH. The ANR function is to assist in measuring physical layer information of a new cell and reporting the physical layer information to the network side by receiving a measurement control message issued by the network side by the UE in the dedicated connection state, and the network side can acquire high layer information of a specific cell from the UE in the dedicated connection state, and the network side completes a function of adding an adjacent cell list, and this addition is automatically completed by the system without manually adding an adjacent cell.
In the existing automatic management of the neighboring cell relation, the UE completes ANR measurement in a dedicated state, which wastes air resources and affects the use experience of the UE.
Disclosure of Invention
In view of the above, the main objective of the present invention is to provide a method and a system for implementing automatic neighbor relation measurement, which can save air resources and improve the use experience of the UE.
In order to achieve the purpose, the technical scheme of the invention is realized as follows:

the user equipment UE reports the capability of having the Automatic Neighbor Relation (ANR) to a network side;
the network side determines that the UE is in a public connection state, and sends the ANR measurement control information to the UE;
and the UE performs special controlled ANR measurement according to the obtained ANR measurement control information and reports the measurement result to the network side.
The UE reports the capability of Automatic Neighbor Relation (ANR) of the UE through an uplink air interface signaling;
the uplink air interface signaling is a wireless connection establishment request message, a cell update message, or a radio resource control connection completion message.
The reporting self has an Automatic Neighbor Relation (ANR) capability as follows: and indicating whether the UE has the ANR capability or not through a terminal ANR capability support information element.
The network side determines that the UE is in the public connection state as follows:
the network side receives the wireless connection request message and determines to make the terminal enter a public connection state;
or, the UE is switched from an idle state to a public connection state, and a radio resource control connection completion message is sent on a forward access channel FACH channel; and the UE switches from the forward access channel state cell _ fach of the terminal to the paging channel state cell _ pch of the terminal.
The network side issuing the ANR measurement control information includes:
the network side sends the ANR measurement control information through a downlink air interface signaling message;
and the downlink air interface signaling message is a newly added control measurement message.
The ANR measurement control information is:
for intra-frequency measurement, adding a measurement instruction of an intra-frequency detection set and/or an acquisition instruction of high-level information of a certain specific cell in an intra-frequency measurement list;
for inter-frequency measurement, adding a measurement instruction of an inter-frequency detection set and/or an acquisition instruction of high-level information of a certain specific inter-frequency cell in an inter-frequency measurement list;
for inter-system measurement, a measurement indication of an inter-system detection set and/or an acquisition indication of high-layer information of a specific inter-system cell are added in an inter-system measurement list.
The reporting of the measurement result to the network side by the UE comprises:
and the UE carries the measurement result in a newly added message or a radio network control RRC message and reports the measurement result.
When the UE carries the measurement result in an RRC message to report, the RRC message is as follows:
an initial direct transfer message, or a measurement report, or a radio network control connection request message, or an uplink direct transfer message, or a cell update message.
The measurement report includes at least: physical layer information of the set cell and/or higher layer information of the specific cell is detected.
A system for implementing automatic neighbor relation measurement comprises a UE and a network side, wherein,
and the network side is used for determining that the UE is in a public connection state and issuing ANR measurement control information to the UE.
The UE is used for reporting the ANR capability to the network side; and performing special controlled ANR measurement according to the obtained ANR measurement control information, and reporting the measurement result to a network side.
And the terminal is also used for updating the neighbor cell relation and/or making a switching decision according to the received measurement result.
The network side comprises a radio network controller RNC.
According to the technical scheme provided by the invention, when the UE is determined to be in the public connection state, the network side issues the ANR measurement control information to the UE, and the UE performs the special controlled ANR measurement according to the obtained ANR measurement control information and reports the measurement result to the network side. The method of the invention realizes the automatic report of the neighbor relation by using the UE in the public connection state to finish the special control ANR measurement, and moreover, as the ANR measurement is finished in the public connection state of the UE, the air resource is saved, the use experience of the UE is improved, and the service influence on the terminal in the special state can not be caused.

Detailed Description
Fig. 2 is a flowchart of a method for implementing automatic neighbor relation measurement according to the present invention, as shown in fig. 2, including:

In this step, the UE informs the network side that it has the ANR capability through uplink air interface signaling. The uplink air interface signaling is a radio connection establishment request message, a cell update message, a radio resource control connection completion message, or the like.

In the method, after the UE is determined to be in the public connection state, the network side issues the ANR measurement control information to the UE, and the UE performs the special controlled ANR measurement according to the obtained ANR measurement control information and reports the measurement result to the network side. The method of the invention realizes the automatic report of the neighbor relation by using the UE in the public connection state to finish the special control ANR measurement, and moreover, as the ANR measurement is finished in the public connection state of the UE, the air resource is saved, the use experience of the UE is improved, and the service influence on the terminal in the special state can not be caused.
Aiming at the method of the invention, the invention also provides a system for realizing the automatic neighbor relation measurement, as shown in fig. 3, at least comprising UE and a network side, wherein,
and the network side is used for determining that the UE is in a public connection state and issuing ANR measurement control information to the UE.
The UE is used for reporting the ANR capability to the network side; and performing special controlled ANR measurement according to the obtained ANR measurement control information, and reporting the measurement result to a network side.
And the network side is also used for updating the adjacent cell relation and/or making a switching decision according to the received measurement result.
The process of the present invention will be described in detail with reference to examples.
Fig. 4 is a flowchart illustrating a first embodiment of implementing automatic neighbor relation measurement according to the present invention, where the first embodiment is to perform ANR measurement when a UE is in a cell _ fach common connection state, and as shown in fig. 4, the method includes the following steps:
step 400: the UE carries an ANR capability indication in a radio connection request (RRCConnectionRequest) message through a Common Control Channel (CCCH) channel, and informs a network side, such as an RNC, whether the UE has the ANR capability. Step 402 to step 403: the UE switches from the idle state to the common connected state and sends a radio resource control connection complete (RRCConnectionComplete) message on the FACH channel.
Step 404: assuming that the RNC finds that there is a possibility that there is a missed neighbor cell in the vicinity of the UE, the RNC selects the UE in the common connection state to perform ANR measurement, and then, the RNC issues a measurement control message (measurement control message) to the UE on a CCCH channel, and the measurement control message carries ANR measurement control information for ANR measurement.
In this step, the ANR measurement control information includes three scenarios, i.e., intra-frequency measurement, inter-frequency measurement, and inter-system measurement. And adding a measurement indication of an intra-frequency detection set and/or an acquisition indication of higher layer information of a specific cell in the intra-frequency measurement list. Step 405 to step 406: and the UE performs ANR measurement according to the obtained ANR measurement control information and reports an ANR measurement result to the RNC through a measurement report (MeasurementReport).
In this step, the reporting method of the measurement result may be: the new message, such as an additional measurement report (additional measurement report), may be carried and reported by an existing RRC message. Fig. 5 is a flowchart illustrating a second embodiment of implementing automatic neighbor relation measurement according to the present invention, where the second embodiment is to perform ANR measurement when the UE is in a common connection state of cell _ dch, as shown in fig. 5. The method comprises the following steps:
step 500: the UE transmits a radio connection request (RRCConnectionRequest) message to the RNC through the CCCH channel.
Step 501: the RNC receives the radio connection request message, sends a radio resource control setup (RRCConnectionSetup) message to the UE, and carries an indication indicating that the RRC state is a dedicated connection state (RRCstate) in the radio resource control setup message.
