Background
Cell handover refers to a process in which a serving cell of a user terminal (UE) is handed over from one cell to another cell due to a location movement of the UE in a mobile communication system. In a mobile communication network, a handover algorithm is mainly used to ensure that a UE continuously communicates during a moving process. The process of cell handover by the UE is roughly as follows:
firstly, the UE measures the pilot signal intensity of the cell and the adjacent cell, and reports a pilot report carrying the pilot signal intensity measurement result to the network side when the following formula is satisfied:
pilot signal intensity of the adjacent cell + individual deviation value of the adjacent cell ═ pilot signal intensity of the local cell + individual deviation value of the local cell + handover threshold value;
then, the network side selects one neighbor cell from the multiple neighbor cells as a target cell according to the received pilot report, and switches the UE to the target cell.
Ping-pong handover refers to a phenomenon in which a user repeatedly performs handover between two or more adjacent cells within a short period of time when mobility is not high. The reasons for this phenomenon are mainly: unreasonable coverage, fluctuating cell pilot signals, or inaccurate terminal pilot measurements, etc. These factors should be rare in a mature mobile communication network, but due to the limitation of various factors, the ping-pong handover phenomenon is still more common. Excessive ping-pong handover increases system load on one hand, and increases the possibility of call drop in the handover process on the other hand, thereby affecting user experience. Therefore, ping-pong handovers should be minimized.
In the current handover algorithm, in order to suppress ping-pong handover to a certain extent, after a terminal performs a successful handover, a network side starts a penalty timer, and before the penalty timer is overtime, the terminal is not allowed to be handed over to other cells again.
The penalty timer cannot be set too long, typically 3-6 seconds, in order not to affect the normal handover of the user. The ping-pong switch penalty timer after the penalty timer is overtime does not play a role in containment.

The individual deviation value of the cell is a cell-level parameter, the individual deviation value is carried in a measurement control message issued by the network equipment to the UE, and the terminal determines whether to report a pilot signal strength measurement result of the cell to the network equipment or not according to the individual deviation value. The lower the personality offset value for a cell, the less likely it is for the UE to hand in to the cell.

The time for the network equipment to start the individual offset timer can adopt the following two modes, one mode is that the network equipment starts the individual offset timer after a punishment timer which is started after the terminal is switched from the source cell to the target cell and is used for monitoring the switching period of the terminal cell is overtime; one is that the network device starts the penalty timer at the same time as the individual offset timer, and the timing duration of the individual offset timer is greater than the timing duration of the penalty timer.
The penalty timer is a timer which is started when the cell switching of the UE is successful, and the cell switching action of the UE is not allowed to be triggered again before the timeout of the timer.

a measurement control sending unit 41, configured to send a first measurement control message carrying the updated individual offset value of the source cell to the terminal, so as to instruct the terminal to determine, according to the updated individual offset value of the source cell, whether to report, to the network device, a pilot signal strength measurement result of the source cell, which is used for performing handover determination on the network device.
The apparatus further comprises:

after determining that the terminal is switched from the source cell to the target cell, starting an individual offset timer; before the personality deviation timer is overtime, switching the terminal from the target cell to other cells except the target cell according to the pilot signal strength measurement result reported by the terminal, and updating the personality deviation value of the current target cell to ensure that the personality deviation value of the updated target cell is smaller than that of the target cell before updating; the initial value of the individual deviation value of the target cell is the individual deviation basic value; and sending a third measurement control message carrying the updated individual deviation value of the target cell to the terminal to indicate the terminal to determine whether to report a pilot signal strength measurement result of the target cell for switching judgment of the network equipment to the network equipment or not according to the updated individual deviation value of the target cell, and restarting an individual deviation timer. The other cells are: the source cell, or a cell other than the source cell and the target cell.
The offset timer unit 43 is further configured to:
before sending a third measurement control message to the terminal, carrying the individual deviation value information of other cells, of which the individual deviation values of the other cells are equal to the individual deviation basic value, in the third measurement control message to indicate the terminal to determine whether to report the pilot signal strength measurement result of the target cell to the network equipment according to the updated individual deviation value of the target cell and the individual deviation value information of the other cells.
The offset timer unit 43 is configured to:
after a punishment timer which is started after the terminal is switched from the source cell to the target cell and is used for monitoring the switching period of the terminal cell is overtime, starting the individual deviation timer; or,
starting the individual offset timer at the same time as starting the penalty timer, wherein the timing duration of the individual offset timer is longer than the timing duration of the penalty timer.
The measurement control transmission unit 41 is further configured to:
before the first measurement control message is sent to the terminal, carrying the target cell individual deviation value information of which the individual deviation value of the target cell is equal to the individual deviation basic value in the first measurement control message so as to indicate the terminal to determine whether to report the pilot signal strength measurement result of the source cell to the network equipment according to the updated individual deviation value of the source cell and the target cell individual deviation value information.
In conclusion, the beneficial effects of the invention include:
after determining that the terminal is switched from the source cell to the target cell, the network equipment updates the personality deviation value of the current source cell, so that the personality deviation value of the updated source cell is smaller than the personality deviation value of the source cell before updating, and then sends a first measurement control message carrying the personality deviation value of the updated source cell to the terminal; and the terminal determines whether to report a pilot signal strength measurement result of the source cell for switching judgment of the network equipment to the network equipment or not according to the updated individual deviation value of the source cell. According to the existing formula of reporting the pilot signal strength measurement result by the UE, the smaller the individual deviation value of the adjacent cell is, the more difficult the UE is to switch to the adjacent cell, therefore, the individual deviation value of the source cell is reduced after the terminal is switched from the source cell to the target cell, the possibility that the terminal is switched back to the source cell is reduced, and the ping-pong switching of the UE is effectively restrained.
It will be apparent to those skilled in the art that various changes and modifications may be made in the present invention without departing from the spirit and scope of the invention. Thus, if such modifications and variations of the present invention fall within the scope of the claims of the present invention and their equivalents, the present invention is also intended to include such modifications and variations.

Claims (23)

1. A pilot frequency report measurement control issuing method is characterized by comprising the following steps:
after determining that the terminal is switched from the source cell to the target cell, the network equipment updates the personality deviation value of the current source cell, so that the personality deviation value of the updated source cell is smaller than the personality deviation value of the source cell before updating; the initial value of the individual deviation value of the source cell is a preset individual deviation basic value;
the network equipment sends a first measurement control message carrying the updated individual deviation value of the source cell to the terminal so as to indicate the terminal to determine whether to report a measurement result of the pilot signal strength of the source cell to the network equipment according to the updated individual deviation value of the source cell, wherein the measurement result is data used for switching judgment of the network equipment.
2. The method of claim 1, wherein after the terminal reports the measurement result of the pilot signal strength of the source cell to the network device, the method further comprises:
after receiving the cell pilot signal strength measurement result reported by the terminal, the network equipment judges whether the terminal is allowed to switch or not according to the updated individual deviation value of each cell and determines a new target cell for switching.
3. The method of claim 1, wherein after the network device determines that the terminal is handed over from the source cell to the target cell, the method further comprises:
A. the network equipment starts a personality deviation timer;
B. after the personality deviation timer is overtime, the network equipment updates the personality deviation value of the current source cell, so that the personality deviation value of the updated source cell is larger than the personality deviation value of the source cell before updating and smaller than or equal to the personality deviation basic value;
C. and the network equipment sends a second measurement control message carrying the updated individual deviation value of the source cell to the terminal so as to indicate the terminal to determine whether to report a measurement result of the pilot signal strength of the source cell, which is used for switching judgment of the network equipment, to the network equipment or not according to the individual deviation value of the updated source cell carried in the second measurement control message.
4. The method of claim 3, wherein after step C, the method further comprises:
and the network equipment judges whether the individual deviation value of the current source cell is equal to the individual deviation basic value or not, restarts the individual deviation timer if the individual deviation value of the current source cell is not equal to the individual deviation basic value, and returns to the step B.
5. The method of claim 1, wherein after the network device determines that the terminal is handed over from the source cell to the target cell, the method further comprises:
the network equipment starts a personality deviation timer;
the network equipment updates the individual deviation value of the current target cell after switching the terminal from the target cell to other cells except the target cell according to the pilot signal strength measurement result reported by the terminal before the individual deviation timer is overtime, so that the individual deviation value of the updated target cell is smaller than that of the target cell before updating; the initial value of the individual deviation value of the target cell is the individual deviation basic value;
the network equipment sends a third measurement control message carrying the updated individual deviation value of the target cell to the terminal so as to indicate the terminal to determine whether to report a measurement result of the pilot signal strength of the target cell for switching judgment of the network equipment to the network equipment or not according to the updated individual deviation value of the target cell, and restart an individual deviation timer.
6. The method of claim 5, wherein before the network device sends the third measurement control message to the terminal, the method further comprises:
and carrying the individual deviation value information of other cells of which the individual deviation values are equal to the individual deviation basic values in a third measurement control message to indicate a terminal to determine whether to report the measurement result of the pilot signal strength of the target cell to network equipment or not according to the updated individual deviation value of the target cell and the individual deviation value information of the other cells.
7. The method of any of claims 3-6, wherein the network device starting a personality offset timer comprises:
the network equipment starts the individual deviation timer after a punishment timer which is started after the terminal is switched from the source cell to the target cell and is used for monitoring the switching period of the terminal cell is overtime; or,
the network equipment starts the individual deviation timer at the same time of starting the penalty timer, and the timing duration of the individual deviation timer is larger than that of the penalty timer.
8. The method of claim 1, wherein prior to the network device sending the first measurement control message to the terminal, the method further comprises:
and carrying the target cell individual deviation value information of which the individual deviation value of the target cell is equal to the individual deviation basic value in a first measurement control message to indicate a terminal to determine whether to report a measurement result of the pilot signal strength of the source cell to network equipment or not according to the updated individual deviation value of the source cell and the target cell individual deviation value information.
9. A network device, characterized in that the device comprises:
the offset value updating unit is used for updating the individual offset value of the current source cell after the terminal is determined to be switched from the source cell to the target cell, so that the individual offset value of the updated source cell is smaller than that of the source cell before updating; the initial value of the individual deviation value of the source cell is a preset individual deviation basic value;
and the measurement control sending unit is used for sending a first measurement control message carrying the updated individual deviation value of the source cell to the terminal so as to instruct the terminal to determine whether to report a measurement result of the pilot signal strength of the source cell to the network equipment or not according to the updated individual deviation value of the source cell, wherein the measurement result is data used for switching judgment of the network equipment.
10. The apparatus of claim 9, further comprising:
and the switching judgment unit is used for judging whether the terminal is allowed to switch or not and determining a new target cell to be switched according to the updated individual deviation value of each cell after receiving the cell pilot signal strength measurement result reported by the terminal.
11. The apparatus of claim 9, further comprising:
the offset timer unit is used for starting an individual offset timer after the terminal is determined to be switched from the source cell to the target cell; after the personality deviation timer is overtime, updating the personality deviation value of the current source cell, so that the personality deviation value of the updated source cell is larger than the personality deviation value of the source cell before updating and smaller than or equal to the personality deviation basic value; and sending a second measurement control message carrying the updated individual deviation value of the source cell to the terminal to indicate the terminal to determine whether to report a measurement result of the pilot signal strength of the source cell, which is used for switching judgment of the network equipment, to the network equipment according to the updated individual deviation value of the source cell carried in the second measurement control message.
12. The device of claim 11, wherein the offset timer unit is further to:
and after sending the second measurement control message to the terminal, judging whether the individual deviation value of the current source cell is equal to the individual deviation basic value, and if not, restarting the individual deviation timer.
13. The apparatus of claim 9, further comprising:
the offset timer unit is used for starting an individual offset timer after the terminal is determined to be switched from the source cell to the target cell; before the personality deviation timer is overtime, switching the terminal from the target cell to other cells except the target cell according to the pilot signal strength measurement result reported by the terminal, and updating the personality deviation value of the current target cell to ensure that the personality deviation value of the updated target cell is smaller than that of the target cell before updating; the initial value of the individual deviation value of the target cell is the individual deviation basic value; and sending a third measurement control message carrying the updated individual deviation value of the target cell to the terminal to indicate the terminal to determine whether to report a measurement result of the pilot signal strength of the target cell for switching judgment of the network equipment to the network equipment or not according to the updated individual deviation value of the target cell, and restarting an individual deviation timer.
14. The device of claim 13, wherein the offset timer unit is further to:
before sending a third measurement control message to the terminal, carrying the individual deviation value information of other cells, of which the individual deviation values of the other cells are equal to the individual deviation basic value, in the third measurement control message to indicate the terminal to determine whether to report the measurement result of the pilot signal strength of the target cell to the network equipment according to the updated individual deviation value of the target cell and the individual deviation value information of the other cells.
15. The apparatus of any of claims 11-14, wherein the offset timer unit is to:
after a punishment timer which is started after the terminal is switched from the source cell to the target cell and is used for monitoring the switching period of the terminal cell is overtime, starting the individual deviation timer; or,
starting the individual offset timer at the same time as starting the penalty timer, wherein the timing duration of the individual offset timer is longer than the timing duration of the penalty timer.
16. The apparatus of claim 9, wherein the measurement control transmission unit is further to:
before the first measurement control message is sent to the terminal, carrying the target cell individual deviation value information of which the individual deviation value of the target cell is equal to the individual deviation basic value in the first measurement control message so as to indicate the terminal to determine whether to report the pilot signal strength measurement result of the source cell to the network equipment according to the updated individual deviation value of the source cell and the target cell individual deviation value information.
17. A wireless communication system, comprising:
the network equipment is used for updating the personality deviation value of the current source cell after the terminal is determined to be switched from the source cell to the target cell, so that the personality deviation value of the updated source cell is smaller than the personality deviation value of the source cell before updating; the initial value of the individual deviation value of the source cell is a preset individual deviation basic value; sending a first measurement control message carrying the updated individual deviation value of the source cell to the terminal;
and the terminal is used for determining whether to report a measurement result of the pilot signal strength of the source cell to the network equipment or not according to the updated individual deviation value of the source cell after receiving the first measurement control message, wherein the measurement result is data used for switching judgment of the network equipment.
18. The system of claim 17, wherein the network device is further configured to:
after receiving the cell pilot signal strength measurement results reported by the terminal, judging whether the terminal is allowed to switch or not according to the updated individual deviation values of the cells and determining a new target cell for switching.
19. The system of claim 17, wherein the network device is further configured to:
after determining that the terminal is switched from the source cell to the target cell, starting an individual offset timer; after the personality deviation timer is overtime, updating the personality deviation value of the current source cell, so that the personality deviation value of the updated source cell is larger than the personality deviation value of the source cell before updating and smaller than or equal to the personality deviation basic value; sending a second measurement control message carrying the updated individual deviation value of the source cell to the terminal;
the terminal is further configured to:
and after receiving the second measurement control message, determining whether to report a measurement result of the pilot signal strength of the source cell, which is used for switching judgment of the network equipment, to the network equipment or not according to the updated individual deviation value of the source cell carried in the second measurement control message.
20. The system of claim 19, wherein the network device is further configured to:
after the second measurement control message is sent, whether the individual deviation value of the current source cell is equal to the individual deviation basic value or not is judged, and if not, the individual deviation timer is restarted.
21. The system of claim 17, wherein the network device is further configured to:
after determining that the terminal is switched from the source cell to the target cell, starting an individual offset timer; before the personality deviation timer is overtime, switching the terminal from the target cell to other cells except the target cell according to the pilot signal strength measurement result reported by the terminal, and updating the personality deviation value of the current target cell to ensure that the personality deviation value of the updated target cell is smaller than that of the target cell before updating; the initial value of the individual deviation value of the target cell is the individual deviation basic value; sending a third measurement control message carrying the updated individual deviation value of the target cell to the terminal;
the terminal is further configured to:
after receiving the third measurement control message, determining whether to report a measurement result of the pilot signal strength of the target cell for handover judgment of the network equipment to the network equipment or not according to the updated individual deviation value of the target cell, and restarting an individual deviation timer.
22. The system of claim 21, wherein the network device is further configured to:
before sending a third measurement control message to the terminal, carrying the individuality deviation value information of other cells of which the individuality deviation values of other cells are equal to the individuality deviation basic value in the third measurement control message;
the terminal is used for:
and determining whether to report a measurement result of the pilot signal strength of the target cell to network equipment or not according to the updated individual deviation value of the target cell and the information of the individual deviation values of the other cells.
23. The system of claim 17, wherein the network device is further configured to:
before the first measurement control message is sent to the terminal, carrying the target cell individual deviation value information of which the individual deviation value of the target cell is equal to the individual deviation basic value in the first measurement control message;
the terminal is used for:
and determining whether to report a measurement result of the pilot signal strength of the source cell to network equipment or not according to the updated individual deviation value of the source cell and the information of the individual deviation value of the target cell.
