Despite the impact of September 11th, the European Union has, since that date, continued doggedly in its attempts to equip itself with a defence policy. Whatever the outcome of these efforts, the progress made recently towards that end has been impressive. No longer can critics (the current author included) simply dismiss the stated ambitions of Europeans to do more in the military sphere as mere rhetoric.

This article addresses claims regarding the limited legitimacy of international institutions. It argues that the two original appointed supranational institutions of the European Union play a crucial, if systematically underestimated, role not merely in providing legitimacy for the Union itself, but also in shoring up that of its constituent member states. We illustrate that supranationalism enhances national legitimacy in functional, political and administrative terms.

The security policies of the European Union have in recent years become a central concern for researchers and policy-makers alike. A senior EU official has commented wryly that, whilst only around 200 officials actually 'do'the EU's common security and defence policy (CSDP), 1 there appear to be many thousands of academics and students all over the world who engage in its study (Howorth, 2007, p. 4). Leading European officials regularly cite security policy as central to the role and purpose of contemporary European integration.

Major international tensions—like prolonged negotiations with Iran over that country's nuclear ambitions—along with the prospect of continued instability as the 'war on terror'continues to gather pace, all imply the need for such a role. So, too, does the absence of any other multilateral institution capable of coordinating the cross-sectoral panoply of European responses to these challenges.

Any account of EU defence and foreign policies is inseparable from a discussion of the desire on the part of national governments to retain control over these sectors and the resultant dangers of dissensus. Indeed, these are arguably the sectors that best exemplify the tension highlighted by the editors of this volume. On the one hand, a context of intensifying interdependence makes it increasingly difficult for even the largest member states to pursue purely national policies.

Abstract: While the relationship between widening and deepening is a central concern of many EU scholars, most analysis of this relationship remains ad hoc and atheoretical. This paper presents an institutionalist account of the conditions under which widening either impedes or encourages deepening. We argue that the impact of widening on deepening depends on the position of the enlargement state relative to the preference distributions of existing member states.

The Institutionalist lexicon is replete with terms such as 'path dependence'and 'lock-in,'intended to convey resistance to change. Insofar as institutionalists do address change, they do so in terms of sporadic moments of dramatic change brought about by factors exogenous to their theoretical framework. The paper challenges such claims, on the basis of a study of the development of the European Union's security policies.

After all, the Parliament is the one EU institution that has seen its powers grow steadily over the last 20 years. The Lisbon treaty has continued and accelerated this trend. In most fields, the EP is now a co-equal legislator with the Council of Ministers (which represents the national governments). And MEPs have not been shy of exercising their prerogatives.

Just weeks after the French and Dutch rejections of the European Constitution, EU budget talks stalled as the French and British locked horns. Even the EU's cheerleaders seemed to throw in the towel.
