This article provides a meta-analysis of research conducted on distributed leadership from 2002 t... more This article provides a meta-analysis of research conducted on distributed leadership from 2002 to 2013. It continues the review of distributed leadership commissioned by the English National College for School Leadership (NCSL) ( Distributed Leadership: A Desk Study, Bennett et al., 2003), which identified two gaps in the research during the 1996–2002 period. The review found that the studies had been unable to conceptualise distributed leadership or empirically outline its application. The two research gaps identified by Bennett et al. (2003) constitute the focus of the present review, which attempts to determine whether recent research has been able to fill these gaps. Based on the findings of the present meta-analysis, the authors recommend directions for future studies on distributed leadership.
This paper examines the Finnish education policy from 1944 to 2011 describing historical and soci... more This paper examines the Finnish education policy from 1944 to 2011 describing historical and social contexts and revealing underlying societal aims and approaches. The examination is based on the institutional strand of contingency theory and focuses on two key progressions. The first one deals with social justice and the second one with the relationship between the State and the municipalities. Two fundamental political eras are identified and examined. The first one, 19441980, comprises the State’s will to achieve social justice through a centralized, norm-based and system-oriented administration. The second one, 1980-2011, involves the decentralization of administration with which the State tries to preserve and advance social justice, and to develop local autonomy.

For our examination, we applied two theoretical frameworks on education policy development. The one constructed in the Comparative Analysis of Dynamics in Education Politics Project (CADEP) by Simola, Kauko, Varjo, Kalalahti and Sahlstrom (Dynamics in education politics. Understanding and explaining the Finnish case. Routledge, Oxon and New York, 2017) provided us with the theoretical lenses of political situations, political possibilities and politicking, as well as with valuable contextual information. The one for the Policy Enactments in the Secondary School Project (PESSP) by Ball, Maguire and Braun (How schools do policy, policy enactment in secondary schools. Routledge, Oxon and New York, 2012) complemented the CADEP framework with valuable concepts for analysis, like interpretation/translation and implementation/en...
