There are a few completed games on here, but most are so far undeveloped that their a waste of a players time. Is this a gaming site, or a dev site, because most of what I'm seeing is 'games' that are abandonned after only a few days worth of devving.

I don't know where you're looking. There are all kinds of games here, including big-name. To answer your question, itch.io is what you make of it. Try filtering by release status.
