The aim of this thesis is to observe how the State is discussed in Turkey through their reciprocal links. Scientific method of research of the thesis is descriptive research, while its method of analysis is qualitative content analysis of the newspapers published at the national level. The names of the analyzed newspapers are Cumhuriyet, Hurriyet, Taraf, Yeni Safak, and Zaman. The analysis is limited to ten years from 2000 to 2009, ten months starting from January of each year, and 310 days in total.
The data acquired within these limits were obtained from a total of 947 observations; that is, discourses of 204 government officers, 533 authors, 86 opposition party representatives, 104 non-governmental organizations, and 20 retired government officers. The observed discourses were made by real persons, natural persons representing legal persons, and written statements of legal entities. The observations were obtained from a total of 6006 articles. In accordance with the findings obtained through the data, 1012 state-related discussions were determined in thematical terms. Thirty-five discussions out of 1012 are the most frequently discussed themes.
Descriptive result of the thesis is also graphically presented (Appendix 8, Figure 47). When the graphic of descriptive result is examined, the State’s duties of securing the justice, internal and foreign security were observed to be discussed at the rate of 77%, 63%, and 66%, respectively.
In 91% of the state-related discussions, the State was associated with the facts, while it was related to the events in 9% of them. Therefore, intensive discussions regarding the State were experienced on the basis of Ergenekon, Hrant Dink Assassination, and February 28 social events with the rate of 9%. The State’s regulatory function in economical sphere has a share of 46% within the total discussions. According to the results, four discussions draw attention. The State and the European Union, The State and the Justice, The State and IMF, The State and the Constitution discussions are observed to be related to the State’s three main duties on one hand and its duty of regulating the economy on the other hand.

Purpose of the study on human rights and protection of minorities is to understand the expectations of Turkey to the European Union. Content analysis method for the study. In a state, where located in a specific land with defined borders, the distinctive measures such as historical circumstances, geographical factors and sociology necessitate the share of the sovereignty for its administration and continuation of existence. The state is called " unitary state " if the sovereignty is not shared, centralized and " federation " if the sovereignty is shared among more than one authorities. Federation, federalism or federal state is one of the state regime. It can be said that " the states within the state " exists within the federal state understanding. This structure's center is called " federal state " and the states that linked to this structure by their own independent will are called " memberstates ". In the public administration literature, it is called " symmetric federalism " when the memberstates are in equal rights/responsibilities and " asymmetric federalism " when they don't possess equal rights. The aim of the paper is to understand and explain the concept of asymmetric federalism from the stand point of public administration, which is observed in the federal structures that are decentralized and fragmented in terms of political power. The research method is the assessment and the comparison of the country examples through literature review. According to findings, if the magnitude of asymmetry is over needed, it can be seen as a threat to the federal structure. When the countries' historical circumstances in the establishment phase is considered, federalism is classified in two categories that are holding together and coming together federalism. The possibilities of asymmetry instances increases in the latter. De jure and de facto asymmetries can be observed both separately and together in the countries' practices. If the de jure structure is insufficient to address de facto conditions, then it can be claimed that the risks of asymmetry might accelerate. In the international literature, the asymmetry concept is used independent of related countries' state regimes namely unitary or federal system. The reason for that is that the meaning of asymmetry differs in various disciplines such as public administration, public finance and sociology. Egemenliğin bölüşümünde, tekliğin esas alındığı devlet yapılarına üniter devlet, egemenliğin birden fazla otorite arasında bölüşüldüğü ortak yapıya ise federasyon adı verilmektedir. Federasyon, federalizm veya federal devlet, devlet yönetim biçimlerinden birisidir. Federal devlet anlayışında adeta " devlet içinde devletçikler " olduğu söylenebilir. Bu yapının merkezine " federal devlet " , yapıya bağlanan ancak özerkliklerini kaybetmeyen devletlere ise " federe devlet " adı verilmektedir. Kamu yönetimi alanyazınında, federe devletler merkezle ilişkilerinde birbirine eşit haklara sahip olduğunda simetrik, eşit haklara sahip olmadığında ise asimetrik federalizmden söz edilmektedir. Çalışmanın amacı, parçalı bir siyasal iktidar bölüşümünün görüldüğü ülkelerdeki federal yapıya bağlı olarak, asimetrik federalizm kavramını kamu yönetimi açısından anlamak, anlatmaktır. Ecotuorism, which is known as a local development tool and saviour, is accepted as a very important concept and a fact is widely spread in natural and cultural areas of Turkey. But it was determined that there is a conflict to between the theory and practice due to the lack of understanding of ecotourism concept, particularly in terms of where and how and when it will be implemented. Also, results of SWOT analysis showed that there are still inconsistencies between the planning and implementation processes of ecotourism.

ÖZ
Ülkemizde sözde kurtarıcı ve yöresel kalkınma aracı olarak düşünülen ekoturizm, doğal ve kültürel alanlarda giderek yaygınlaşan önemli bir olgu haline gelmiştir. Ancak yapılan SWOT analizi ile ülkemizde ekoturizm konusunun, kavram yönünden henüz net olarak anlaşılamadığı, nerelerde, nasıl, ne zaman ve ne şekilde yapılacağı konusunda belirsizliklerin bulunduğu, planlama ve yönetsel ölçekteki mevcut sorunlarla karşılaşıldığı ve bu nedenle teorik ile uygulamada henüz bir bütünlüğün ve netliğin oluşmadığı anlaşılmaktadır.

The aim of the study is to investigate the telecommunication sector in Bosnia and Herzegovina with respect to the liberalisation process mentioned by the Public Governance Committee of the OECD and the sustainable development goals introduced by the World Bank. It is analyzed that how telecommunication sector has been regulated in the post-war period, the sectoral structure, legal infrastructure and regulatory agency characteristics are represented and finally a SWOT analysis is made for the telecommunication sector in Bosnia and Herzegovina and the Communication Regulatory Agency.

Bu araştırmanın amacı, Mu (2016) tarafından geliştirilen Özür Dileme Motivasyonları Ölçeğinin Türkçeye uyarlamasını yaparak, ölçeğin güvenirlik ve geçerliliğini test etmektir. Araştırmanın örneklemini, Ankara ilinde savunma sanayi sektöründe faaliyet gösteren bir firmanın 181 yöneticisi oluşturmaktadır. Ölçeğin güvenirlik ve geçerliliğini sınamak için güvenirlik katsayıları hesaplanmış, açımlayıcı faktör analizi ve doğrulayıcı faktör analizi gerçekleştirilmiştir. Ek olarak ölçeğin birleşim ve ayrışım geçerliliği de sınanmıştır. Yapılan açımlayıcı faktör analizi sonucunda, toplam varyansın %79,5’inin açıklandığı ve 12 maddenin 4 boyut altında toplandığı saptanmıştır. Doğrulayıcı faktör analizinde ise 4 boyutlu modelin iyi seviyede uyum gösterdiği doğrulanmıştır (χ2/df=2,45, CFI=.96, NFI=.91, TLI=.92, GFI=.91, AGFI=.86, RMSEA=.07). Ölçeğin boyutlarına ait güvenirlik katsayıları .83 ile .91 arasında değişmektedir. Ayrıca ölçeğe ait değerlerin birleşim ve ayrışım geçerliliğinin tüm koşullarını sağladığı tespit edilmiştir. Elde edilen bulgular doğrultusunda, Özür Dileme Motivasyonları Ölçeğinin Türk kültürüne uygun, geçerli ve güvenilir bir ölçme aracı olduğu sonucuna varılmıştır.

The purpose of this study is to investigate the relationship between emotional intelligence and leadership practices of the white-collar employees in defense industry. In this context, as a result of literature research, emotional intelligence with the scale of 16 questions and leadership practices with the scale of 30 questions are used. Population of the research is comprised of company which operates in defense industry in Ankara. The company refuses to disclose its name in this study due to their privacy policy. 207 white-collar employees from this company are chosen as a sample to represent population and 183 of them took part in this study. The data gathered through the research is analyzed via Stata 13,0 and IBM SPSS (Statistical Package for Social Sciences) 22.0. As a result of this study, the relationship between emotional intelligence dimensions and leadership practices is found to be positive and significant.
