The innovations in the field of foreign, security and defence policy are probably the most releva... more The innovations in the field of foreign, security and defence policy are probably the most relevant of the Lisbon Treaty. Whilst the origin of the majority of these innovations dates back to the Draft Treaty establishing a Constitution for Europe of July 2003, their implementation is taking place in a completely different, more uncertain political environment, which has a heavy impact on European integration in general and particularly on the EU’s foreign policy. This article aims to map the main CSDP innovations introduced by the Lisbon Treaty and then analyze their concrete implementation, in order to evaluate both their potential and actual impact. In particular, the article focuses on those provisions that aim at: (1) adapting the EU’s role and interventions to increasingly complex and hybrid security challenges, i.e. the revision and extension of the Petersberg tasks; (2) introducing mechanisms that allow those Member States that are more willing and able to make progress in the defence sector to partially derogate to the unanimity rule, i.e. PESCO and PESCO light; (3) making commitments binding as for mutual defence and solidarity among Member States to react against traditional territorial challenges, i.e. armed aggressions, or new security threats, i.e. terrorist attacks, natural and men-made disasters. The final goal is to assess whether the provisions of the Treaty succeeded in realizing the objective to make CSDP more efficient and coherent, with a view to set the ground for a truly Europeanized security and defence system

Italian combat aircraft have played an increasing important role in the international missions in... more Italian combat aircraft have played an increasing important role in the international missions in which Italy has participated in the post-Cold War era - from the First Gulf War to Libya, including Bosnia-Herzegovina, Kosovo and Afghanistan. This participation has been a signicant tool of Italy's defense policy, and therefore of its foreign policy towards crisis areas relevant to its national interests (from the Western Balkans to the Mediterranean), as well as towards its most important allies within NATO and the EU. This IAI publication analyses the role of these military capabilities in recent operations and their prospects for the future. In fact, a number of trends can be inferred from the operational experience in ten international missions, in which Italy deployed more than 100 combat aircraft in more than 13,000 sorties, clocking up 36,000 �ight hours. The interregionalism between Latin America and the Caribbean and the European Union evolved for o... more The interregionalism between Latin America and the Caribbean and the European Union evolved for over 20 years. The complexities and overlapping of Latin American regionalisms are reflected in several interregional formal links between the two shores of the Atlantic characterized by a density and multiplicity of mechanisms and forums, involving a diversity of actors – from states to NGOs, from regional organizations to business and institutional bodies. This constitutes a multilayered network of agreements, summits and other cooperation mechanisms that is the result of the interplay between the development of the regionalist phenomenon and the dynamics of globalization. This is one reason why the EU-LAC interregionalism can be considered a sort of template in practice for the conceptualizations of, and theorizing about interregionalism, as it illustrates all the three prototypes identified by Hanggi: mechanisms of pure interregionalism, transregionalism and hybrid interregionalism. In this chapter we discuss; first, the historical evolution of the EU-LAC interregional relations. Second, we concentrate on the four existing cases of interregionalism with LAC sub-regional organizations. Third, we analyze the region-to-region summits between the EU and the 33 LAC countries. Finally, we draw conclusions about the dynamics of EU-LAC.

ABSTRACT Existing literature on differentiated integration has made an important contribution in ... more ABSTRACT Existing literature on differentiated integration has made an important contribution in theorising and operationalising its regulatory dimension. However, in order to fully evaluate the impact of differentiation on EU governance, this approach needs to be enriched with additional elements. The organisational element allows us to grasp the different forms, venues and actors of differentiation. The constitutional element connects the different forms of differentiation to the foundations of EU constitutionalism and identity. The socio-political element goes beyond the analysis of differentiation as a policy practice and qualifies it as a policy choice. On this basis, a generalisation is proposed resulting from a comparative analysis of a wide range of contributions in different policy sectors in order to assess differentiation in the EU’s governance against three main criteria: effectiveness, sustainability and accountability/legitimacy.
