    Video-on-demand (VOD) can broadly be categorized into two groups, namely Interactive VOD (IVOD) and near VOD (NVOD). This paper examines the resource allocation problems in a VOD network which provides a mixture of IVOD and NVOD services (RAPINVOD). The RAPINVOD problem is to determine where to install VSs for IVOD services, taking into consideration customers' demand and which programs should be stored at each VS for both IVOD and NVOD services so that the total operating costs can be minimized. The paper addresses the RAPINVOD issue by using an effective dynamic programming algorithm which extends the key idea of the earlier dynamic programming for solving the resource allocation problem in a IVOD service.

    This paper addresses the integrated problem of process planning and scheduling in job shop flexible manufacturing systems. Due to production flexibility, it is possible to generate many feasible process plans for each job. The two functions of process planning and scheduling are tightly interwoven with each other. The optimality of scheduling depends on the result of process planning. The integration of process planning and scheduling is therefore important for an efficient utilization of manufacturing resources. In this paper, a new method using an artificial intelligent search technique, called symbiotic evolutionary algorithm, is presented to handle the two functions at the same time. For the performance improvement of the algorithm, it is important to enhance population diversity and search efficiency.     Background: Maternal mortality continues to be a global challenge with about 830 women dying of childbirth and pregnancy complications every day. Tanzania has a maternal mortality rate of 524 deaths per 100,000 live births. Objective: Knowing symptoms associated with antenatal risks among pregnant women may result in seeking care earlier or self-advocating for more immediate treatment in health facilities. This article sought to identify knowledgeseeking behaviors of pregnant women in Northern Tanzania, to determine the challenges met and how these should be addressed to enhance knowledge on pregnancy risks and when to seek care. Methods: Interview questions and questionnaires were the main data collection tools. Six gynecologists and four midwives were interviewed, while 168 pregnant women and 14 recent mothers participated in the questionnaires. Results: With the rise in mobile technology and Internet penetration in Tanzania, more women are seeking information through online sources. However, for women to trust these sources, medical experts have to be involved in developing the systems. Conclusion: Through expert systems diagnosis of pregnancy complications and recommendations from experts can be made available to pregnant women in Tanzania. In addition, self-care education during pregnancy will save women money and reduce hospital loads in Tanzania.

    The deployment of Information Communication Technology in the Road sector has contributed positively towards achieving the national goal of ICT for infrastructure development. However, the deployment of ICT software for Road infrastructure in underdeveloped countries has been done with duplication of efforts contributing to software failure. This study aimed in evaluating the effectiveness and economic values of the Road Maintenance Management System in Tanzania.  The study deployed System Usability Scale Framework in 26 regions of Tanzania, and Kruskal-Wallis test was used for significance testing. The result indicates positive response of adopting and scaling the Road Maintenance Management System to all 26 regions in the country with R2=0.863. The usability of the system remains steady for almost three years from 2017 to 2019.     Traffic congestion problem has been noticed to have a serious impact on the economy of the country in terms of time wastage, energy consumption costs, human loss and environmental effects. Different strategies have been used so far all over the world as shown in the literature review. Intelligent Transportation System (ITS) is a multi-technology approach that can help to handle the issues and create a complete congestion reduction framework. This paper presents a case study for implementing automated road management system using networks in Tanzania, where three cities highly affected by traffic congestion have been studied. Study results show that these cities have not yet implemented new technologies in road traffic management; instead the traffic is controlled using traffic police officers and traffic lights only.     Summary: This paper deals with an integrated decision model for determining the location of distribution facilities. As aids in making distribution location decisions, use of decision factor analysis and the analytic hierarchy process is proposed. The location decision model includes a criterion set having 20 criteria divided in 5 groups. For this study, a questionnaire was developed and given to 180 managers in the distribution arena, asking their opinions about the locations of the distribution facilities. The survey results were analyzed based on the location selection criteria. This application of the location decision model to real-world cases, including the recommendation of new distribution facility locations, demonstrates the practical applicability of the research findings.     Multimedia interpretation describes a high level of abstraction of multimedia content like interrelations and coherencies. In this paper, we describe a multimedia interpretation component from human-centered perspective. In this context, we see the role of the multimedia interpretation component as a liaison between the psychological apparatuses and computer-based artifact. We emphasize this role of multimedia interpretation by outlining a mapping process of the psychological apparatuses and computer-based artifact. This mapping process needs to be transparent to its user so that effective human-centered systems can be achieved. This transparency will provide an immersive environment for the users and enable uninhibited interaction between the users and the artifact. Furthermore, we illustrate how the multimedia interpretation component can be utilized in the medical diagnosis and treatment support application.

    Electronic Health Records System is transforming primary health care and improves quality of health facility management. It enhances immediate monitoring and evaluation of health facilities. However, integrating e-Health data in a network with low bandwidth imposes more challenges. This paper describes a technique to integrate e-Health records which is heterogeneous using Web Service Model in a low bandwidth environment. The focus is on the problem of medium–scale data integration where data source schemas are not known at the design time. The validation and test cases of the software were done using heterogeneous data set from various longitudinal studies including demographical surveillance data sets and baseline census data for sample vital registration with verbal autopsy. Unluckily, majorities of the farmers are smallholders living in isolated rural areas and thus lack appropriate access to markets for their products and also they are deprived of agricultural market information.
