En este artículo, se presenta un análisis del desarrollo histórico de la forma en que los resultados de las investigaciones arqueológicas han sido empleados en el presente. Se observa que en la actualidad, a pesar de una relación cada vez más importante entre arqueólogos y comunidades locales, la "arqueología académica" falla en proporcionar los estímulos adecuados que le posibiliten un vínculo más dinámico con el público general. Para revertir esta realidad, se requiere de soluciones estructurales, que partan desde la base teórica de la praxis arqueológica y permitan generar un diálogo recíproco entre arqueología y público interesado, principalmente las comunidades indígenas, cuyo pasado y patrimonio cultural son estudiados por los proyectos de investigación arqueológica.

There are multiple issues, both eminently political and technical, that have prevented to date ag... more There are multiple issues, both eminently political and technical, that have prevented to date agreement on a proposal to the CMA on a rule book for Article 6 of thee Paris Agreement. In previous works, I have presented personal opinions on some of them. In this one, I reiterate my arguments on a crucially important issue: the need to avoid double counting when using the market instruments established in that Article to demonstrate compliance with the objectives announced by the Parties in their NDCs. But, supremely vital, without transgressing both its environmental integrity as its cornerstone, that is, Parties are who decided, exercising their sovereign rights, how they contribute to its goal. Reading the text of the Paris Agreement and decision 1 / CP.21 that refer to them, we can conclude that: Making a "corresponding adjustment" to avoid double counting of internationally transferred mitigation outcomes has a fundamental implication. That is, the legally responsible "emitters" and "users" recognize, by performing a corresponding adjustment, that the transferences underpinning this adjustment have the purpose of facilitating compliance with their NDCs. But, the realization of this corresponding adjustment, if not done with quantitative equality by the transferors and users of ITMOs can, in a significant way, negatively impact the aggregate mitigation ambition that the Parties have announced in this first round of NDCs The primary purpose of the 6.4 Mechanism is to encourage and facilitate the voluntary participation of public and private entities in the developing world in the climate mitigation tasks that the time for action demands. That is, its main purpose is not to facilitate the compliance of the mitigation component of Parties' NDCs where these voluntary activities take place even though it could also use for that purpose, In these cases, in a situation where it is not possible to use the "corresponding adjustment" method to avoid double counting in the transfer of A6.4ERs, we are faced with the urgent task of finding one that can ensure this transparently and rigorously.
Madrid texts for a final rulebook for the mechanisms set out in Article 6.2 and 6.4 of the Paris ... more Madrid texts for a final rulebook for the mechanisms set out in Article 6.2 and 6.4 of the Paris Agreement have sparked me to expose some personal views on their proposals regarding two sets of contentious issues in the conversations on this subject. On the first set of these issues, my comments relate to two proposals that the author understands have been made by groups of Parties in the framework of these talks to being used as negotiating chips in the negotiating "rooms" that can respond appropriately to them. No, in this room. I refer, first, to the application of the levy called "share of proceeds for adaptation purposes," established for results of the mechanism 6.4, also to transactions under the mechanics 6,2. And, second, the acceptance of the use of pre-2020 units issued for project registered under the Clean Developing Mechanism for compliance purposes of the mitigation contribution that Parties have committed to the Paris Agreement. On the second set of issues, my comments relate, firstly, to some questionable requests resulting from the equalization of the terms "corresponding adjustment" and "avoidance of double counting." They are not only different terminologies, but also have differences in their implications, although a "corresponding adjustment, where possible, also avoids double-counting." And, secondly, on the need to pay much more attention to how "corresponding adjustments" are made when seeking answers to the situation that mitigation contributions to the Paris Accord have been expressed in most cases not as emissions budgets, but as targets to achieve in a given year.

But it is the modality adopted by the Paris Agreement for making the corresponding adjustment that, in the end, will determine the “quantitative value of use” of ITMOS toward helping Parties fulfill their NDCs.
The freedom the Paris Agreement gives to Parties to express their contribution to its goal, result at the end in an objective difficulty in agreeing on a common way to perform a corresponding adjustment.
However, success in this task is of fundamental importance, because failing to agree would lead to a severe impact on the environmental integrity in the use of Article 6.2. A lack of agreement would also threaten market liquidity between diverse markets and generate negative economic consequences.
An overall balance between the quantitative adjustment made by "sellers" and "users" is essential to ensure environmental integrity. The total increase in their mitigation ambition, compared to the stated “ambition” in their NDCs, made by the "sellers" must be equal to or greater than the "help" acquired by the "users" with their purchases to meet their contributions.
To contribute to solving this challenge, I present and comment on modalities that could inform an indispensable conversation and negotiation on this critical matter.

The natural place in the Paris Agreement to adopt measures to encourage its members to make progress in their committed efforts to contribute to the achievement of its objective is within the framework of the negotiations on Article 4.
For its ratifiers, the Paris Agreement means, at its core, a realignment of the performance of its financial system to contribute to the massive and rapid energy transition required to achieve its goal.
Developing countries faced with other urgent demands from their populations will take time to complete this re-focusing. Unless they learn that there is no contradiction between responding to their social and economic needs and being part of the tasks demanded in the fight against Climate Change, they will not commit actions in all sectors of their economies.
The Article 6.4 Mechanism offers them this learning possibility. And experience also indicates that even within the framework of voluntary actions, countries can and have mobilized quite significant sums of money that have contributed to the deployment of new technologies for transition, which at the end of the day is a crucial outcome. Voluntary money today for the new generation of technologies is worth more than having it tomorrow.
And, very importantly, these “induced” voluntary actions have also made it possible to achieve early emissions reductions. A ton less in the atmosphere today is quite more meaningful than a ton less tomorrow, even if delivered tomorrow under an NDC commitment.
Therefore, for developing countries to make steady progress on their commitments, Parties should keep open a space for voluntary actions by economic actors in those countries, governed by modalities and procedures consistent with this purpose. To address any fears of possible abuses, if they happen, and discuss progress in NDC expansion, Parties can use the appropriate negotiating room under Article 4

Este CC tiene por principal causa un aumento de la concentración en la atmósfera de los así llamados gases de efecto invernadero (GEI): el dióxido de carbono, el metano, el oxido nitrosos, entre otros. Opiniones sobre el tema de los "Ajustes Correspondientes" en el marco del uso de los mecanismos c... more Opiniones sobre el tema de los "Ajustes Correspondientes" en el marco del uso de los mecanismos con base a lógicas de Mercado del Artículo 6 por José Eduardo Sanhueza 26 de mayo 2019 El Concepto "Ajuste Correspondiente" es introducido en el párrafo 36 de la decisión 1/CP21 de la Convención Marco de Naciones Unidas sobre Cambio Climático, con relación a la forma de evitar una doble contabilidad de tanto las emisiones antropogénicas y las remociones por sumideros cubiertos por las Contribuciones Nacionalmente Determinadas de las Partes del Acuerdo de París, cuando ellas participan del tipo de acciones de colaboración referidas en el Artículo 6, párrafo 2 de este Acuerdo. Consecuente con este hecho, mis opiniones al respecto son las siguientes: 1.-Las Partes han anunciado, todavía modificables hasta el 2020, una primera ronda de compromisos como sus contribuciones al objetivo que se propone el Acuerdo de París (AP). 2.-Centrando la atención en la componente "incondicional" de las metas de mitigación que las Partes anuncian en sus Contribuciones Nacionalmente Determinas (NDCs) se puede conocer en forma cuantitativa los niveles de mitigación que cada una de ellas se han propuesto alcanzar durante el periodo de compromiso enunciado en esos documentos. 3.-Y si las sumamos, el nivel de las reducciones totales mínimo de gases de efecto invernadero (GEI) esperable al final de este ciclo de NDCs, en el entendido que todas la Partes harán honor a sus compromisos. Y digo mínimo, porque acciones de mitigación "condicionadas" pueden incrementar ese valor.

El Acuerdo de Paris y su ambicioso objetivo de una economía global neutra en emisiones de GEI para la segunda mitad de este siglo, es el resultado de la confluencia de diversas razones entre los que destacan dos aportes fundamentales de la diplomacia climática. Por una parte, se trató de una invitación a ser parte de esfuerzo colectivo con ese objetivo al que todas las naciones podían adherir y contribuir de acuerdo con sus capacidades y circunstancias nacionales determinadas soberanamente, que evolucionarían en los años venideros con reactualizaciones periódicas del compromiso inicial, enunciadas cada cinco años, que debían manifestar en cada oportunidad un incremento progresivo de sus aportes a esta gran tarea propuesta. Por otra, su arquitectura se caracterizó por el establecimiento, acompañando a este gran objetivo, de un conjunto de provisiones orientadas a contribuir y facilitar el cumplimiento de los aportes anunciados por las naciones en este proceso de aportes progresivos mencionados anteriormente. 2. Como resultado de esta invitación y sus características, como bien sabemos, el proceso de ratificación de este tratado internacional fue masivo, acelerado y el Acuerdo de Paris entró en vigor a solo once meses de su decisión. 3. Pero es necesario hacer notar que también por las características de la invitación, solo alrededor del 33,7% de las naciones ratificantes, que representan alrededor del 58% de las emisiones globales de GEI, hicieron ofertas incondicionales de comportamiento en cuanto sus emisiones que comprenden el conjunto de sus economías. Que alrededor del 46.7% de las naciones ratificante, que representan alrededor del 34% de las emisiones de GEI globales ofertaron compromisos que solo comprenden sectores de sus economías, preferentemente los relacionados con energía. Y que el 19,6 % de las naciones ratificantes, que representan alrededor de 4% de las emisiones de GEI globales no ofrecieron compromisos incondicionales. 4. El Articulo 6 se enmarca en las provisiones del Acuerdo de Paris para contribuir y facilitar el cumplimiento de los compromisos anunciados por sus Partes.

No obstante, la creatividad sin límite que han estado mostrando los negociadores sobre Mercado para hacer las cosas más complejas de lo que por naturaleza son los acuerdos internacionales sobre estas materias (y muchas otras del Acuerdo de París), ha sido una invitación demasiado fuerte, que no he podido resistir, y me he sumado a este quehacer creativo (¿?) con las opiniones que les expongo a continuación. En el entusiasmo de esta labor, a lo mejor me he excedido en el número y la longitud de mis opiniones. Pero los temas que se han puesto en discusión en estas conversaciones sobre el Artículo 6 son números e íntimamente relacionados. Este documento, publicado por la secretaría en su versión editada el 6 de Noviembre último, símbolo ADP.2015.11.Informal Note, tiene 54 páginas, de las cuales las 28 primeras contienen los textos para opciones propuesta para los 26 Artículos que tendría el Acuerdo, y el resto se refieren a las opciones de textos para: la Decisión que establecería este Acuerdo; una decisión sobre las INDCs; y otras decisiones que se han considerado necesarias para poder poner en práctica el Acuerdo. En consecuencia, los textos que se analizarán se agruparán en dos secciones, la primera de ella con los textos de las opciones propuestas para el Acuerdo y la segunda, con los textos en las decisiones para ponerlo en práctica. En cada ocasión se acompañarán comentarios de contexto y se expresarán opiniones sobre lo adecuado y/o pertinencia de esas propuestas. Si esta previsión se refiriera al uso de este tipo de instrumento en el marco de la jurisdicción de las Partes, es obvio que no sería necesaria alguna mención del tema Mercados en el Acuerdo de Paris. Se trataría en este caso de una decisión soberana en que ninguna otra Parte participa en su realización. Sin embargo, en la búsqueda de un uso extensivo de los potenciales de los mecanismos de mercado por parte de sus administradores, es también esperable que ellos busquen la vinculación de ellos, en diversas extensiones, número y modalidades, lo que significará la transferencia internacional de unidades que expresan derechos de emisión en las respectivas jurisdicciones y, por lo tanto, la necesidad de "ajustar" el uso de los inventarios nacionales de las Partes que hayan participado en estas transferencias al momento de demostrar cumplimiento de sus contribuciones, de manera de reflejar estas transacciones. Con relación a esta situación, tampoco sería necesario algún lenguaje en el Acuerdo de Paris referido a alguna suerte de autorización para que puedan ocurrir este tipo de transferencias internacionales. Las NDCs en los países en desarrollo En el marco de sus responsabilidades con la Convención Marco de NU sobre CC y el Acuerdo de Paris en particular, el gran desafío que la mayoría de las naciones en desarrollo enfrentan en la actualidad es el cumplimiento de los esfuerzos de mitigación que comprometieron por medio de sus Contribuciones Nacionalmente Determinadas (NDC por sus siglas en inglés) realizar en forma incondicional durante el periodo 2020-2030 (para alguno en el periodo 2020-2025) y que expresaron, principalmente, en término de objetivos cuantitativos de control de sus emisiones netas de GEI a lograr el año de termino de ese periodo. Existen hoy algunas iniciativas que informan de la cuantía de esos compromisos y la variedad de sus expresiones. En lo siguiente se mencionan algunas de ellas. Una serie de actividades del hombre moderno, asociadas a la búsqueda de su desarrollo y bienestar, están produciendo una perturbación significativa en el sistema climático del planeta. Las proyecciones de esta perturbación permiten visualizar un escenario futuro que tiene expresiones muy diversas, pero igualmente catastróficas, en todos los planos de la existencia de la especie humana. La única forma posible de salir al paso a este problema es cambiando drásticamente, y a la brevedad, algunas prácticas que han caracterizado el modelo de desarrollo que impera mayoritariamente en el mundo. Las transformaciones requeridas son variadas, pero las fundamentales tienen que ver con: el tipo de recurso energético en que fundamentalmente se basa hoy la economía mundial, y la forma en que se manejan los recursos forestales del planeta. Por una parte, las fuentes energéticas de origen fósil, como son el carbón mineral, el gas natural, y el petróleo y sus derivados, deben ser reemplazadas por las fuentes renovables, como se denomina a las energías hídrica, solar, eólica, geotérmicas, etc. Por otra, se debe detener y revertir el proceso actual de deforestación creciente del planeta.
de enero de 2018 I. introducción El Acuerdo logrado en París en Diciembre de 2015 1 sobre cómo av... more de enero de 2018 I. introducción El Acuerdo logrado en París en Diciembre de 2015 1 sobre cómo avanzar en el logro del objetivo de la Convención Marco de Naciones Unidas sobre Cambio Climático (CMNUCC) 2 , que reitera la cuantificación que de ese objetivo se había hecho en 2010 en la Conferencia de las Partes (COP por sus siglas en inglés) realizada en Cancún 3 , aumentando incluso esa ambición a intentar limitar el incremento promedio de la temperatura global respecto a los niveles de mediados del siglo antepasado a no más de 1.5 °C y, en consecuencia, estableciendo para tales propósitos un mundo de emisiones netas cero a partir de la segunda mitad de este siglo, ha sido calificado como de extraordinaria importancia. Y lo es sin lugar a duda. Porque las implicancias de la meta propuesta significan que deberíamos presenciar transformaciones revolucionarias en la forma de energizar las economías del mundo, marcándose notables diferencias tecnológicas entre las nuevas fuentes en comparación con las que han prevalecido hasta hoy, y también por la velocidad a que debe ser producido ese recambio. Como he citado en trabajos previos 4 , actualmente cerca del 85% de la energía primaria que se utiliza en el mundo tiene origen fósil y la contribución a la conformación del "PIB mundial" que hacen las actividades económicas productivas y de servicios que emiten o están asociadas a la emisión de Gases de Efecto Invernadero (GEI) se estima que es alrededor del 90%. 1

Si adherimos a ellos, el primero, es que los espacios de renuncias a decisiones soberanas sobre la materia que incumbe, a que el acuerdo nos obliga, deben ser los mínimos. El segundo, esas renuncias deben estar compensada claramente por los beneficios que ello podría reportar al país. Esto es, el acuerdo nos debe provee de servicios que nos facilitan nuestras acciones nacionales para atender la materia. Por último, soy un férreo opositor a expandir el foco de atención principal del acuerdo a materia, que por más que estén relacionada y pueda argumentarse son parte integral de la solución definitiva, más distraen que ayudan si la solución primordial buscada es, en primera instancia, controlar el problema. " El que mucho abarca poco aprieta ". Estas son las consideraciones que explican mi insistencia en minimizar la participación de la estructura de gobernabilidad del Acuerdo de Paris en la gestión del Mercado Internacional del Carbono en esta versión de compromisos de las Partes establecidos de " abajo hacia arriba " , y la reducción de su rol a sólo temas que aseguren el valor y adecuado uso de las unidades que en él se transen para demostrar el cumplimiento de ellos. También lo podría expresar diciendo, confiando que el sistema de seguimiento de los progresos del cumplimiento de las NDC y las medidas de apoyo que puedan gatillar, contemplados en el Acuerdo, serán efectivos Yendo entonces a lo que nos convoca, respecto al tema a que se refiere el Artículo 6 en sus primeros párrafos, 1 a 2, quisiera insistir, utilizando un lenguaje diferente, en alguno de los argumento que al respecto expuse con más extensión en mi trabajo de título Mercado de Carbono y el Acuerdo de París, que les hice llegar a fines de Abril último. La Convención reconoce en su texto una obviedad, que los esfuerzos para hacer frente al cambio climático pueden llevarse a cabo " en cooperación entre Partes interesadas " , y en consecuencia-porque sería un absurdo oponerse a que los Estados puedan colaborar en toda materia que les parezca apropiado y de interés, lo que iría en contra de derechos soberanos de asociación que nadie aceptaría-no se pronuncia sobre algún tipo de regulación sobre el cómo debe darse esa cooperación.

In previous works, I have presented personal opinions on some of them. In this one, I reiterate my arguments on a crucially important issue: the need to avoid double counting when using the market instruments established in that Article to demonstrate compliance with the objectives announced by the Parties in their NDCs. But, supremely vital, without transgressing both its environmental integrity as its cornerstone, that is, Parties are who decided, exercising their sovereign rights, how they contribute to its goal.
Reading the text of the Paris Agreement and decision 1 / CP.21 that refer to them, we can conclude that: Making a "corresponding adjustment" to avoid double counting of internationally transferred mitigation outcomes has a fundamental implication. That is, the legally responsible "emitters" and "users" recognize, by performing a corresponding adjustment,
that the transferences underpinning this adjustment have the purpose of facilitating compliance with their NDCs.
But, the realization of this corresponding adjustment, if not done with quantitative equality by the transferors and users of ITMOs can, in a significant way, negatively impact the aggregate mitigation ambition that the Parties have announced in this first round of NDCs
The primary purpose of the 6.4 Mechanism is to encourage and facilitate the voluntary participation of public and private entities in the developing world in the climate mitigation tasks that the time for action demands.
That is, its main purpose is not to facilitate the compliance of the mitigation component of Parties' NDCs where these voluntary activities take place even though it could also use for that purpose,
In these cases, in a situation where it is not possible to use the "corresponding adjustment" method to avoid double counting in the transfer of A6.4ERs, we are faced with the urgent task of finding one that can ensure this transparently and rigorously.
On the first set of these issues, my comments relate to two proposals that the author understands have been made by groups of Parties in the framework of these talks to being used as negotiating chips in the negotiating "rooms" that can respond appropriately to them. No, in this room.
I refer, first, to the application of the levy called "share of proceeds for adaptation purposes," established for results of the mechanism 6.4, also to transactions under the mechanics 6,2. And, second, the acceptance of the use of pre-2020 units issued for project registered under the Clean Developing Mechanism for compliance purposes of the mitigation contribution that Parties have committed to the Paris Agreement.
On the second set of issues, my comments relate, firstly, to some questionable requests resulting from the equalization of the terms "corresponding adjustment" and "avoidance of double counting."
They are not only different terminologies, but also have differences in their implications, although a "corresponding adjustment, where possible, also avoids double-counting." And, secondly, on the need to pay much more attention to how "corresponding adjustments" are made when seeking answers to the situation that mitigation contributions to the Paris Accord have been expressed in most cases not as emissions budgets, but as targets to achieve in a given year.
But it is the modality adopted by the Paris Agreement for making the corresponding adjustment that, in the end, will determine the “quantitative value of use” of ITMOS toward helping Parties fulfill their NDCs.
The freedom the Paris Agreement gives to Parties to express their contribution to its goal, result at the end in an objective difficulty in agreeing on a common way to perform a corresponding adjustment.
However, success in this task is of fundamental importance, because failing to agree would lead to a severe impact on the environmental integrity in the use of Article 6.2. A lack of agreement would also threaten market liquidity between diverse markets and generate negative economic consequences.
An overall balance between the quantitative adjustment made by "sellers" and "users" is essential to ensure environmental integrity. The total increase in their mitigation ambition, compared to the stated “ambition” in their NDCs, made by the "sellers" must be equal to or greater than the "help" acquired by the "users" with their purchases to meet their contributions.
To contribute to solving this challenge, I present and comment on modalities that could inform an indispensable conversation and negotiation on this critical matter.
The natural place in the Paris Agreement to adopt measures to encourage its members to make progress in their committed efforts to contribute to the achievement of its objective is within the framework of the negotiations on Article 4.
For its ratifiers, the Paris Agreement means, at its core, a realignment of the performance of its financial system to contribute to the massive and rapid energy transition required to achieve its goal.
Developing countries faced with other urgent demands from their populations will take time to complete this re-focusing. Unless they learn that there is no contradiction between responding to their social and economic needs and being part of the tasks demanded in the fight against Climate Change, they will not commit actions in all sectors of their economies.
The Article 6.4 Mechanism offers them this learning possibility. And experience also indicates that even within the framework of voluntary actions, countries can and have mobilized quite significant sums of money that have contributed to the deployment of new technologies for transition, which at the end of the day is a crucial outcome. Voluntary money today for the new generation of technologies is worth more than having it tomorrow.
And, very importantly, these “induced” voluntary actions have also made it possible to achieve early emissions reductions. A ton less in the atmosphere today is quite more meaningful than a ton less tomorrow, even if delivered tomorrow under an NDC commitment.
Therefore, for developing countries to make steady progress on their commitments, Parties should keep open a space for voluntary actions by economic actors in those countries, governed by modalities and procedures consistent with this purpose. To address any fears of possible abuses, if they happen, and discuss progress in NDC expansion, Parties can use the appropriate negotiating room under Article 4

Carbono es promisorio por las experiencias habidas sobre el usos de instrumentos con base a lógicas de mercado para lograr objetivos medioambientales, pero el éxito de otras políticas públicas para inducir transformaciones tecnológicas en el sector energía, atentan contra su factibilidad práctica por la reducción del número de actores económicos que podrían ser regulados por un instrumento de esta naturaleza.
