ZusammenfassungSubjektorientierte Ansätze erklären die Einstellungen der Bürger:innen zum Sozialstaat durch ihre individuellen Eigenschaften, Präferenzen und Werte. Diese klassische Perspektive wird zunehmend um objektorientierte Erklärungen erweitert, die bei den Eigenschaften und Charakteristiken von Leistungsempfänger:innen ansetzen. Das Stichwort Deservingness zielt darauf, welchen Individuen mit welcher Begründung Ansprüche auf sozialstaatliche Leistungen anerkannt und gewährt werden sollen.Dieser Beitrag basiert auf einem Umfrageexperiment, das 2016/17 als Teil des „European Social Survey“ (ESS-8) durchgeführt wurde. At the end of May 2018, the new Austrian centre-right government, in office since 2017, announced a reform of the institutional structure of public social insurance providers. This reform involves a substantial reduction in the number of social insurance institutions, but arguably does not thoroughly address the multitude of challenges evident in the current system. However, more details have to be awaited - these may be expected to be part of a related draft bill, announced for autumn 2018.

The European Commission has been working to promote reform and modernisation of restrictive regulation in the professional services area since 2002. This underlines wide disparities in levels of regulation across the EU and reveals links between excessive regulation and economic inefficiency. Whilst the Commission is not opposed to all regulation of professional services as there are legitimate arguments in favour of certain regulations in this area e.g. to protect consumer interests or safeguard the independence and integrity of a profession, the Commission argues that restrictive regulation needs to meet a strict proportionality test. This means that it is only justified if it serves a clearly defined public interest goal, is objectively suitable to obtain that goal and is the means least restrictive of competition to achieve this goal3. This is because such regulations eliminate or limit competition between service providers and thus reduce the incentives for professionals to work cost-efficiently, lower prices, increase quality or offer innovative services. However, a considerable part of current professional regulation does not meet this test. The study consists of a general legal part, an economic part and case studies on four countries (England and Wales, Germany, the Netherlands and Sweden), representing different regulatory systems. The final conclusions summarise the key findings of the study and develop some recommendations on de-regulation and reform of conveyancing services regulation with a view to promoting greater choice and the delivery of more cost-effective legal services in conveyancing. Published alongside this study are a set of "country fiches", which set out key legal and economic findings. These served as a source of information for the study, although other sources have also been drawn on.

The new Austrian centre-right government, in office since late 2017, announced plans for national framework legislation, stipulating maximum benefit levels for the minimum income schemes of the federal states. This would imply substantially reduced benefit levels for many recipients with a migration background, and also more generally for households with many children. Debates are ongoing, and a draft bill originally announced for June 2018 was postponed, presumably, inter alia, due to legal issues.

Osterreich galt lange Zeit als Musterland korporatistischer Interessenvermittlung und Interessenpolitik. Die in den Nachkriegsjahrzehnten realisierte „Interessenvermittlung und Politikausfuhrung im Verbund von Staat, Gewerkschaften und Unternehmerverbanden“ (Czada 1983: 209; vgl. auch Grant 1985: 3–5) stellt international betrachtet keine Singularitat dar (vgl. z.B. Lehmbruch 1982: 16ff., 1985: 90; Lijphart/Crepaz 1991: 238 f.). Der osterreichischen Sozialpartnerschaft wurde allerdings durchwegs attestiert, dass es sich dabei nicht nur um eine besondere Realisationsform, sondern auch um eine vergleichsweise stabile Auspragung korporatistischer Interessenpolitik handelt (vgl. z.B. Katzenstein 1984; Lehmbruch 1985; Grande 1989; Crouch 1990).

The present article aims at describing and pointing out the problems of the current situation and the development of social policy in Austria against the background of its historic roots. In the first part the authors note the high path-dependency - up till recently - in the configuration of social policy in Austria. In this context the fundamental features of the Austrian welfare state are outlined and closer exemplified, followed - in a second part - by the identification of current problems and challenges with which this system is confronted. The politics of the last decade to these problems in form of a (defensive) 'policy of adaptation'. Within the PAWCER project context data is collected both within Work Package 3 “Attitudes towards the welfare state” and Work Package 4 “Climate change and energy”. Data collected in the two WPs will be combined in a common database. However, due to different timing of the two WPs currently two different databases exist on context data, to be joined together in a common database at a later stage.
