    The livelihoods of millions of rice farmers in Vietnam’s Mekong Delta have become increasingly vulnerable due to reduced rainfall and the resulting water stress. In this context, promoting water-saving practices, such as alternate wetting and drying technology, is vital to sustain rice production and enhance people’s resilience to climatic changes in the Delta. Since this technology is not widely applied in the region, this study hypothesized that a precise water measurement using the Internet of Things technology could facilitate the uptake of the alternate wetting and drying rice cultivation practice. The study applied a rigorous research design to assess the differential benefits of applying the technology with sensors. Participating farmers were divided into three treatment groups that produced rice using either the continuously flooded irrigation technique, manual alternate wetting and drying tubes, or tubes with sensors. The on-farm trials’ results showed that the precise water level measurements with the sensors allowed the farmers to maximize the benefits from alternate wetting and drying irrigation. The experimental results indicated an additional 13-20% of water savings over manual alternate wetting and drying. The technology also reduced irrigation energy costs by 25% and moderately enhanced rice yields by 2-11%. This pilot was the first to demonstrate in a large-scale open-field trial that it is feasible and beneficial for smallholder farmers to apply cutting-edge Internet of Things technology to increase water use efficiency in their rice farms. The technology adoption would significantly contribute to sustaining the agriculture-based livelihoods of people in the Delta.

    The new rural development in Vietnam is a large-scale, nationwide programme that involves many stakeholders. The perspectives of these stakeholders, whether they exhibit differences or homogeneity, will significantly shape the programme’s outcomes and results. This study assessed the perspectives of stakeholders and classified them into four categories: (1) the significance of the new rural programme, (2) the role of stakeholders, (3) levels of stakeholders’ participation, and (4) stakeholders’ expectations. The findings indicate that the stakeholders strongly agreed on and appreciated the significance of the new rural programme in improving people’s livelihoods. However, the distinguishing viewpoints focused mainly on the roles and the levels of participation of the stakeholders.     The provincial competitiveness index (PCI) serves as an important measure for the efforts of localities in Vietnam in improving the business environment. However, the methodology of PCI excludes the influence of the traditional conditions on business growth, only measuring the “net” competitiveness at the provincial level. This study is conducted (1) to supplement the approach to measure the relation between the improvement of the business environment and the changes in the business results of the enterprises; at the same time and (2) to pay attention to factors that have been excluded in the PCI methodology.     This study applied Altman Z-score model to assess the bankruptcy risk of a set of multidisciplinary enterprises of various types, mainly small and medium enterprises, with data taken from official financial reports of 180 enterprises in Soc Trang province. The binary logistic regression was employed to assess the impact of non-financial and financial factors on the bankruptcy risk of enterprises. The research findings showed that both the non-financial factors such as business area, types and size of the business, the educational level of managers and executors and other characteristics, and the financial factors (indicators) such as earnings before tax, net profit/equity ratio, earnings before interest and tax/total assets ratio, equity/total debt ratio, affect the bankruptcy risk of enterprises.     The aim of this study was to measure the technical efficiency and productivity performance of livestock production activities across different regions of Vietnam, based on panel data covering the period 2008–2012. Although efficiency improvements did occur in some regions over this period, low technical efficiency, poor productivity performance, and variations in performance composition dominate across most regions.     This study aims to assess levels of on-farm diversification in Vietnam. The results reflect regional differences in terms of on-farm diversification and its determinants. Households in northern regions have adapted to the fragmented and small-sized parcels of land by diversifying their on-farm activities. In contrast, the Mekong Delta region in the south of Vietnam is characterized by larger agricultural parcels and a specialization in rice production. Land use fragmentation, as reflected by a large number of plots in a given area, is one of the most important reasons for the high levels of on-farm diversification, while the higher share of non-farm income in total income is the reason of lower levels of on-farm diversification.
