milestone on its journey towards attaining the status of a developed economy.For the
economy to grow at 7-8 per cent consistently for the next 25 years, it is imperative that
the agriculture sector should grow annually at 5 per cent.Effective implementation of
comprehensive agricultural reforms, with a high priority accorded to agri-marketing reforms,
could lead to sustainability of Indian agriculture, transforming the sector to mitigate
agrarian distress. An enabling environment for agricultural sustainability needs to
be created through massive investment in irrigation, with a focus on water-use efficiency,
enhancement in total factor productivity of crops, tech-driven agriculture, climate-smart
agriculture, creation of rural infrastructure, development of efficient agri-value chains,
and promotion of agri-exports. Reforms should empower small and marginal farm holders
by transforming subsistence farming to farm enterprises with farmer producer organisations
(FPOs) as change agents, enabling farmers to come out of their VUCA (volatility, uncertainty, complexity and ambiguity) world.
