This case study is one of four written by SCOPE about student-centered practices in schools. The case studies address the following questions: 1. What are the effects of student-centered learning approaches on student engagement, achievement of knowledge and skills, and attainment (high school graduation, college admission, and college continuation and success), in particular for underserved students? 2. What specific practices, approaches, and contextual factors result in these outcomes? The cases focus on the structures, practices, and conditions in the four schools that enable students to experience positive outcomes and consider the ways in which these factors are interrelated and work to reinforce each other

This chapter draws out the implications for school and classroom practices of an emerging consensus about the science of learning and development, outlined in a recent synthesis of the research. Situating the review in a developmental systems framework, we synthesize evidence from the learning sciences and several branches of educational research regarding well-vetted strategies that support the kinds of relationships and learning opportunities needed to promote children’s well-being, healthy development, and transferable learning. In addition, we review research regarding practices that can help educators respond to individual variability, address adversity, and support resilience, such that schools can enable all children to find positive pathways to adulthood.

Despite the American promise of equal educational opportunity for all students, persistent achievement gaps among more and less advantaged groups of students remain, along with the opportunity gaps that create disparate outcomes. However, the recent passage of the Every Student Succeeds Act (ESSA) represents an opportunity for the federal government, states, districts, and schools to equitably design education systems to ensure that the students who have historically been underserved by these same education systems receive an education that prepares them for the demands of the 21st century.

ESSA contains a number of new provisions that can be used to advance equity and excellence throughout our nation’s schools for students of color, low-income students, English learners, students with disabilities, and those who are homeless or in foster care. This report reviews these provisions in four major areas: (1) access to learning opportunities focused on higher-order thinking skills; (2) multiple measures of equity; (3) resource equity; and (4) evidence-based interventions. Each of the provisions can be leveraged by policymakers, educators, researchers, and advocates to advance equity in education for all students.

This paper examines the options available to states to redefine their accountability systems as they begin to implement the Every Student Succeeds Act (ESSA). The new law provides the possibility that states can create more balanced systems of support and accountability focused on educating young people so they can become productive, engaged citizens who are prepared for 21st century college and careers. We examine these possibilities, beginning with an overview of the law's requirements, including its allowances for indicators of school progress, methods of identifying schools for support and intervention, and requirements for the use of evidence-based interventions. We then look more closely at the range of indicators that might be considered in a multiple measures accountability system as evidence of learning, opportunities to learn, and student engagement. Next we discuss how these indicators might be combined to identify schools for intervention and support, and how they co...

This report documents the progress made by the 10 states in the 51st State Working Group to transform their systems of accountability to support more meaningful learning opportunities for all students. The authors highlight state progress in the five key areas of the proposed framework: Seamless pathways to college and career Flexibility and strategies for innovation Systems of assessment for and of learning Professional capacity-building Accountability systems that draw on multiple sources In addition to descriptions of each states activities in the key areas, the report looks ahead to new potential directions for accountability under ESSA.
