The purpose of this study was to provide a comprehensive program evaluation to assist the Arlington Public Schools (APS) in making future program decisions to ensure services address the needs of English language learners (ELLs). The evaluation utilized the Promoting Excellence Appraisal System (PEAS), a comprehensive framework for assessing the quality of district-wide instructional programs for ELLs.
