It is also happening in the city of Kupang as capital of East Nusa Tenggara Province, and also as the border region with the state of Timor Leste. The city of Kupang developing at this time, continues to carry out the growth to the coastal areas . It is in fact contradictory to the regulations that have been made before. The area in this case study of the research is Pasir Panjang Beach - Kelapa Lima, where it is locate in previously a habitat for fishermen colonies in the coastal area of Kupang City. Arsitektur kinetik dan penerapannya telah banyak dibicarakan dan dibahas oleh akademisi bidang arsitektur, namun terkait fenomena ini masih belum banyak yang menggali dan menganalisis isu ini terutama penerapannya pada rumah bersubsidi, belum ada yang mengedepankan konsep bangunan cerdas untuk bangunan perumahan bersubsidi. Dengan demikian isu ini menjadi sangat penting untuk ditelaah lebih dalam. Penelitian yang bersifat teoritik ini bertujuan menelaah kondisi perumahan subsidi di Kota Kupang yang ada dan bagaimana penerapan konsep bangunan cerdas dengan arsitektur kinetik berbiaya rendah. Penelitian untuk menemukan kemungkinan penerapan konsep bangunan cerdas di perumahan bersubsidi dengan arsitektur kinetik berbiaya rendah untuk meminimalisir pemanfaatan energi listrik di perumahan subsidi. Temuan kajian dalam penelitian ini dapat dimanfaatkan menjadi rancangan baru dalam upaya memaksimalkan fungsi bangunan cerdas pada perumahan bersubsidi dengan biaya rendah.

But the soul is unreliable. Is Nostalgic Park able to give meaning to the initial concept of planning and development in order to provide broad benefits for the city of Kupang and its citizens. Therefore, the purpose of the study is to know the extent to which Nostalgia parks as a public space and how its meaning for the citizens of the city.
