Actuality: Developing professional skills in ICT is a key factor that determines the development of the ICT sector from Moldova. In 2014 ISDI and StarNet launched the initiative of establishing a network of centers of excellence in ICT outside the capital of the country. The initiative is based on a pre-feasibility study conducted by the ISDI team during December 2014 – February 2015. The aim of the article is to analyse the results of the pre-feasibility study, with a focus on surveys and discussions held with representatives of public authorities, teachers and pupils from 6 visited districts. The article presents some of the results of the visits made by ISDI team and an analysis of international and local situation in the area of ICT professional skills. The methodology comprises several research methods: data analysis (statistical and pre-feasibility study period), statistical review, descriptive method, comparative method, case studies. Nowadays it has become clear that cybersecurity must be an integral and indivisible part of technological progress and it must be integrated at the core of ICTs. Almost all states around the world show their cybersecurity commitment and the Eastern Europe countries, including the Republic of Moldova are no exception. Moldova ranked globally 73rd (out of 165 countries) in the 2017 Global Cybersecurity Index by ITU, ahead of six other countries in the region. Open Science requires a new systemic approach, particularly in terms of national and international strategies and policies. Open Science policies need to be promoted and implemented in the Republic of Moldova. The current study makes an overview of the "Open Science" concept, as well as international experiences, necessary to better understand the situation in the country. The fundamentals of Open Science are analyzed, including: Open Access, Open Research Data, Open Educational Resources, Open Infrastructures, Open Research Culture etc. The study presents the main features of Open Science at the national level and offers a set of useful recommendations for developing policy documents and promoting activities that enable the development of Open Science in the Republic of Moldova.

Lately, an increasing number of countries have set up national bibliographic databases, which aim to achieve more comprehensive coverage of the national research outputs. These databases both increase the visibility of national publications and compensate the limited coverage of traditional citation databases, such as Scopus or Web of Science. National bibliographic databases are being increasingly used by a wide variety of stakeholders for numerous purposes, ranging from basic information retrieval and research outputs overview to bibliometric analysis, evaluation and research funding. The Republic of Moldova set up its national bibliographic database – National Bibliometric Instrument (IBN) in 2011. Sunt analizate criteriile de funcţionare durabilă a organizaţiilor din sfera ştiinţei şi inovării şi cea de pregătire a cadrelor ştiinţifice din Republica Moldova în baza actelor normative naţionale şi cele ale Uniunii Europene în domeniu. Se fundamentează teoretic indicatorii utilizaţi pentru evaluarea activităţii instituţiilor de cercetare şi de pregătire a cadrelor ştiinţifice şi se propun soluţii de reducere a acestora de circa 2 ori fără a fi diminuată calitatea şi eficienţa procesului de evaluare. În mare măsură reducerea e posibilă graţie posibilităţilor instrumentelor informatice elaborate de Institutul de Dezvoltare a Societăţii Informaţionale capabile să acumuleze, stocheze, prelucreze, analizeze, sintetizeze datele statistice primare furnizate de instituţiile de cercetare şi să le prezinte în cele mai variate forme grafice şi rapoarte la cerere.

The article focuses on analysis of criteria for the sustainable operation of the science and innovation organizations and of the researchers training in the Republic of Moldova, based on the national and EU legislation in the field. The indicators used for evaluation of research institutions and researchers training are substantiated from the theoretical point of view and solutions are proposed to reduce the number of indicators twice, without diminishing the quality and efficiency of the evaluation process. To a great extent, the reduction is possible due to the possibilities of IT tools developed by the Information Society Development Institute, which accumulate, store, process, analyze, synthesize the primary statistical data provided by the research institutions and present them in the most varied graphic formats and reports upon request.

Lucrarea de față prezintă o continuare logică a lucrării "În căutarea unui "brici Ockham", care își propunea să reducă numărul de indicatori necesari evaluării activităţii organizaţiilor din sfera ştiinţei şi inovării şi de pregătire și atestare a cadrelor ştiinţifice, prezentată de autori la Conferința Institutului Național de Cercetări Economice în anul 2017. În urma unei analize minuțioase a indicatorilor de performanță utilizaţi pentru evaluarea activităţii cercetătorilor științifici, a instituţiilor de cercetare şi de pregătire a cadrelor ştiinţifice la nivel național, a practicilor europene și internaționale de evaluare a activităților de cercetare și de pregătire a cadrelor științifice, se propune cum trebuie elaborat un set optimal (unificat) de indicatori, ajustat la criteriile și standardele europene și internaționale în domeniu, de evaluare obiectivă, echitabilă și transparentă a activității din sfera științei și inovării și cea de pregătire a cadrelor științifice din Republica Moldova, care să facă rapoartele de activitate destinate instituțiilor care monitorizează activitatea acestora, Biroului Național de Statistică, mai laconice, mai clare, să excludă dublarea.

This paper presents a logical continuation of the article "Looking for an "Ockham's razor", which aimed to reduce the number of indicators required to assess the activity of science and innovation organizations and those concerned with researchers' trening and assessment, presented by the same authors at the Conference of the National Institute of Economic Research in 2017. Following a thorough analysis of the indicators used to assess the activity of scientific researchers, research and higher education institutions at the national level, as well as the evaluation practices used for similar organisations at European and international levels, proposals are made on how to develop an optimal, unified set of indicators, adjusted to European and international criteria and standards in the field, ensuring objective, fair and transparent evaluation of the activity of research and higher education institutions in the Republic of Moldova, in order to provide more laconic, clearer activity reports, excluding duplication, to the institutions monitoring the R&D area and the National Bureau of Statistics.

At present, are crucially  important such issues as definition and improvement of thesaurus lexicographic projects; collaboration between authors of electronic lexicographic products and philologists; analysis of these products and their impact on the development of national languages; careful selection of information provided by such online products. In the Republic of Moldova these are only poorly investigated issues, but they could represent a separate compartment for future language policies,and state programs aimed at ensuring the support of the Information Society. ISDI is open to collaboration with professional linguists, from the country and abroad, in the view of launching joint projects for research and development of online dictionaries.

Una dintre prioritățile Spațiului European de Cercetare se referă la optimizarea circulației, accesului și transferului cunoștințelor științifice, în special Accesul Deschis la publicațiile științifice și datele de cercetare. Aceste tendințe stau la baza Științei Deschise-fenomen care schimbă modalitatea de realizare a cercetărilor, având potențialul de a spori calitatea, impactul și beneficiile științei și de a accelera progresul cunoașterii, făcând-o mai fiabilă, mai eficientă și mai exactă, mai bine înțeleasă de către societate și receptivă la provocările societale.
