Poor and marginalised citizens rarely engage directly with the state to solve their governance is... more Poor and marginalised citizens rarely engage directly with the state to solve their governance issues in fragile, conflict and violence-affected settings, as these settings are characterised by the confrontational nature of state–citizen relations. Instead, citizens engage with, and make claims to, intermediaries some of them public authorities in their own right. What are these intermediaries’ roles, and which strategies and practices do they use to broker state–citizen engagement? We argue that in Pakistan intermediaries make themselves essential by: (1) being able to speak the language of public authorities; (2) constantly creating and sustaining networks outside their communities; and (3) building collectivising power by maintaining reciprocity relations with their communities. The 2022 floods that affected 33 million people in Pakistan resulted from a confluence of factors... more The 2022 floods that affected 33 million people in Pakistan resulted from a confluence of factors. The nation is highly vulnerable to climate change, which requires international action. But internal governance reforms are needed to improve the state’s ability to help citizens recover from the floods and better prepare for future natural disasters. Pakistan has mismanaged its natural resources and is mired in economic and political crises. In rural areas, colonial-era patterns persist in unequal control over land and water. Though some lessons were learned from major 2010 floods, the latest disaster response revealed a need for improving coordination across different levels of government and engaging with civil society.

The evidence-based policy (EBP) movement argues for policy actors, especially public officials, t... more The evidence-based policy (EBP) movement argues for policy actors, especially public officials, to use scientific evidence on what works to improve public policies. Empirical research in Anglo-Saxon countries shows that public officials do not use scientific knowledge that widely, often preferring other sources of information, such as news media, public opinion and peers. What about countries with low influence of EBP, what informs policy here? Using data from a large-n survey with Brazilian federal bureaucrats we uncover associations between sources of information and factors shaping their preferences, such as policy work and policy capacities. We find that in a civil law system such as the Brazilian administration homemade sources rule: there is a prevalence of use of government sources, especially among bureaucrats performing analytical and oversight tasks, and those in higher positions. The literature on women’s participation in public protests and movements shows that even when the... more The literature on women’s participation in public protests and movements shows that even when they are prominent actors within these, most women are excluded from the male-dominated decision-making spaces within which negotiations with the state occur. In this article we look at the case of an ethnic struggle for rights in a conservative and conflict-affected region in which women have gained prominence over time, to the extent that they are the face of the protests. We find that this has led to changes in the nature and purpose of the struggle: from male-dominated violent protests focused on expressions of anger, to female-focused peaceful sit-ins holding the state accountable for a lack of security. However, we continue to see women excluded from the spaces within the movement where decisions are made: despite being visible to the outside world, women protesters are invisible in decision-making inside their community and homes. Many inhabitants of Azad Jammu and Kashmir (AJK) hold the belief that their society is not only m... more Many inhabitants of Azad Jammu and Kashmir (AJK) hold the belief that their society is not only more egalitarian today than that of their forefathers', but also more egalitarian than that in Pakistan. According to them, Pakistani society continues to be highly hierarchical with stark class and caste-like boundaries, while in AJK these boundaries have become weaker and merely symbolic since the 1970s due to changes in four interconnected factors; namely, migration patterns, land ownership, access to education, and democratic politics. This created an unprecedented level of social mobility among and within biradaris, the caste-like kinship corporate entities that are the crucial social boundary in this region. Yet, the main factor dictating membership in the biradari – endogamy – did not change, and access to power and resources is still determined mostly through biradari-ism. In this paper, I examine how notions of hierarchy and social stratification evolved over time and what contributed to this evolution. I argue and conclude that AJK society is still hierarchical but it has gained an element of fluidity.

Este trabalho tem por objetivo analisar a relação entre capacidades governamentais municipais ede... more Este trabalho tem por objetivo analisar a relação entre capacidades governamentais municipais edesenvolvimento humano no Brasil. Para tal, construímos um quadro teórico-analítico que propõetipos de capacidades de gestão municipal e como mensurá-las. Em seguida, recorrendo a técnicas deregressão logística, distribuição de frequências e análises geoespaciais, analisamos em que medidaessas capacidades estão associadas à variação no Índice de Desenvolvimento Humano (IDH-M) emmunicípios com menos de 50 mil habitantes (85% do total). As avaliações tomam por base trêsdiferentes áreas de políticas públicas: saúde, educação e assistência social. Os resultados sugeremque atividades de planejamento e de interação com outros atores possuem uma associação maiorcom o IDH-M do que adoção de fundos ou estruturas administrativas. A quantidade de conselhosparticipativos, de planos e consórcios tem efeito significativo e positivo.
