The article focuses on the low-income sectors that earn a living by working infor- mally in the city of Bogotá. These sectors of the population have been a part of the social construction of the city, at the same time that modernization and massive urbanization processes take place, and they have found the way of participating and interacting in the city through the practice of rebusque. In Colombian popular jargon, this term refers to a way of life that entails struggling for survival through multiple mechanisms for action. Thus, the article covers three main elements: the streets, individuals from low-income sectors, and the action of rebusque. This practice has allowed the disadvantaged sectors of the city’s population to create informal types of work, keeping their distance from the official system, yet participating in it and in the social construction of the city.

Moonlighting is an urban phenomenon closely linked to informality, becoming increasingly relevant in socialization and culture modes. As a common term in the popular slang of Colombians to identify ways of make a living, it also defines forms of identity as a counterculture resisting the application of rules, recreating and interacting with them sporadically. Regarding the streets of the city, the public space be- comes a space of mobility and circulation where moonlighters exercise their rights through independent work. Thus, moonlighting highlights gaps in the State regulation after the economic openness and the consequent need for players to act individually from survival logics between the formal and the informal.

La « modernité par le bas » à Bogotá (contexte) La ville de Bogotá a expérimenté vers les années 50 du XXème siècle, des changements importants par rapport à sa structure et à sa composition sociale et démographique. En effet, c'est à partir de cette époque que la ville connaît les transformations les plus importantes et vit, en même temps, les débuts de la modernisation et l'arrivée massive de paysans en raison de ce que l'on nomme en Colombie la « Violencia » et surtout d'un évènement majeur, El Bogotazo. Cet événement eut lieu dans la carrera séptima, axe principal de Bogotá, suite à l'assassinat du leader politique Jorge Eliécer Gaitán 1. C'est là que débuta l'insurrection populaire qui dura plusieurs jours. Une foule de gens descendit des quartiers populaires pour s'unir aux manifestations, provoquant la mort d'environ 3000 personnes à Bogotá. Cette révolte s'étendit à tout le pays. Cet événement destructeur peut être interprété comme la cristallisation d'une violence déjà en place, en raison des luttes entre les deux partis traditionnels, libéral et conservateur, provoqua une migration sans précédent. Les secteurs populaires, acteurs de ce soulèvement et qui se constituèrent au moyen d'un processus de colonisation et de mobilisation permanente caractéristique de l'histoire 1 Gaitán ressurgit à l'époque comme un leader populiste de grand ampleur qui rompait avec le bipartisme libéral/conservateur traditionnel et était proche a regagner les élection présidentielles.

Nach mehr als fünf Jahrzehnten des sozialen und bewaffneten Konflikts in Kolumbien haben die kolumbianische Regierung und die FARC, die zwei wichtigsten Akteure, im November 2016 ein Abkommen zur Beendigung dieser militärischen Konfrontationen unterzeichnet, die bisher annähernd sechs Millionen Opfer gefordert hat. Dieser Prozess der Annäherung hat zahlreiche soziale Organisationen und Menschen zusammengeführt, die den Konflikt auf unterschiedliche Weise erlebt haben und die zu seiner Beendigung ihren Beitrag leisten wollen. Darüber hinaus haben auch mit der ELN, der zweitältesten Guerilla-Gruppe im Land, Gespräche über ihre Beteiligung am Friedensprozess und ihrer zukünftigen Demobilisierung stattgefunden. Die Zeit des Post-Konfliktes in der kolumbianischen Gesellschaft beginnt und damit die wesentliche Phase der Friedenskonsolidierung, die Reflexion und Analyse auf nationaler und internationaler Ebene erfordert. Deshalb eröffnet das Symposium die Möglichkeit der Koordinierung der lokalen und internationalen Initiativen, die einen möglichst reibungslosen Übergang zu einer Gesellschaft mit mehr Wohlstand und Demokratie ermöglichen.

„Días de Cine -Lateinamerikanisches Filmfest“ se ha consolidado como el Festival de Cine Latinoamericano en Frankfurt am Main, el cual surgió en 2013 con el objetivo de crear un espacio de divulgación y reflexión sobre la cinematografía latinoamericana contemporánea.

Es así como en 2018 celebraremos nuestros primeros 6 años de existencia con un repertorio dedicado a la creación audiovisual desde diferentes perspectivas. Hemos visto a lo largo de estos 5 años, cómo nuestro festival enfocado en el cine contemporáneo, ha mantenido su objetivo de resaltar la memoria y las identidades latinoamericanas, lo cual es en sí mismo un concepto que merece un horizonte abierto a las innumerables producciones realizadas recientemente.

Por esta razón en esta versión tenderemos unos Días de Cine con películas de diferentes temáticas y géneros sin limitarnos a un tópico específico. Como ya es una tradición invitaremos a los realizadores a dialogar con nuestro público. Todo esto con la conciencia que exige el contexto mundial, de aportar al desarrollo de una sociedad justa e inclusiva lo cual vemos como prioridad para cualquier iniciativa artística.

Das Phänomen der Vertreibung in Kolumbien als Ergebnis eines mehr als sechzig Jahre währenden bewaffneten Konflikts nimmt auch noch nach der Unterzeichnung des Friedensvertrags mit der Guerilla-Gruppe FARC weiter zu. Die Vertreibung führt nicht nur zum Verlust einer Bleibe, sondern bedeutet im weiteren Sinne den Verlust der existenziellen Sicherheit, denn es gehen darüber hinaus affektive, kulturelle und soziale Beziehungen verloren. Trotz alledem hat diese Tatsache die Neuorganisation der Gesellschaft als eine Form des Widerstands und des Überlebens der Gefahr hervorgebracht. Dies ist ein Beleg für die fundamentale Rolle der Zivilgesellschaft beim Aufbau des Friedens und macht aus den Opfern dieser Geißel Protagonisten des Wandels und der Transformation der Gesellschaft.

La Facultad de Educación de la Pontificia Universidad Javeriana en asocio con el Instituto de Lenguas romanas y Literaturas y la Facultad de Teología de la Universidad Goethe de Frankfurt invita a la Primera Escuela de Verano que girará en torno a la reflexión interdisciplinaria sobre el proceso de transición política y socio-cultural actual en Colombia y que se denominará “Colombia: Memoria y Migración”. 
La Escuela de Verano 2018 se centrará en dos cuestiones fundamentales en el proceso de paz: Memoria (memorias colectivas y culturales) y migración. En la fase del posconflicto es crucial la consolidación de diversas formas de convivencia pacífica. Esto requiere de un análisis diferenciado de las memorias colectivas y las culturas coexistentes en Colombia que configuran las diversas formas de recuerdo. De igual manera se precisa tener en cuenta la incidencia de las experiencias de organización así como los procesos de desplazamiento interno y externo en la construcción de sociedad en el país.

Colombian civil society has played a fundamental role in the construction of peace thanks to the resistance-strategies which were created to survive in the midst of conflict, and have a predominantly local character facing the violence, social inequa- lity and poverty. In this essay, we see how the population lives in a permanent risk. This population is originating mainly from the popular and peasant classes, and are showing unstable living conditions determined by the rupture of memory, political illegitimacy and social precariousness, and has managed to resist the conflict through the formation of local networks and alternative social organizations. These persons thus become participants in social transformation since they create their own social roles and possess cultural elements that recompose identities and are impacting the public agendas of regional and national governments in a direct or indirect way through their initiatives.

Der Friedensprozess in Kolumbien: unvollendet, ständig unter Beschuss... und trotzdem in Kraft. Das vor fast drei Jahren unterzeichnete Friedensabkommen zwischen der kolumbianischen Regierung und der ehemaligen FARC-Guerilla ist auf erhebliche Schwierigkeiten gestoßen, die wir unter Berücksichtigung der beunruhigenden politischen Polarisierung in Kolumbien analysieren können. Während ein Großteil des Landes, darunter Institutionen, NGOs und die Zivilgesellschaft unermüdlich an der Umsetzung der Abkommen arbeiten, gibt es einen weiteren, nicht kleineren Teil, der sich diesen Vereinbarungen durch politische Mechanismen, rechtliche Hindernisse und illegale gewalttätige Aktionen gegen die Zivilgesellschaft widersetzt. Neue Gewalt entsteht in verschiedenen Regionen durch die Kontrolle über Land und illegale Pflanzungen. Systematische Morde an Sozial-und Umweltaktivisten und an ehemaligen FARC-Kämpfern nehmen zu. Inzwischen versucht die Regierung von Ivan Duque das Übergangsjustizsystem zu behindern. All dies zeigt die Tendenz, in die Zeit der "demokratischen Sicherheit" unter dem ehemaligen Präsidenten Alvaro Uribe Vélez zurückzukehren, was das Gegenteil zum Schutz der Menschenrechte und im Allgemeinen zu den grundlegenden Aspekten darstellt, die bei den Friedensverhandlungen in Havanna 2016 vereinbart wurden.

Angefangen hat das lateinamerikanische Filmfestival Días de Cine im Jahr 2013– damals noch „Cine del Sol“ genannt. Seitdem zeigt das Festival jedes Jahr Autorenkino aus der Region und zeigt lateinamerikanische Geschichten in vielfältigem Erzählstil. Días de Cine bietet dem Publikum aus Frankfurt und Umgebung somit eine einmalige Chance eine Auswahl dieser Filme auf der Leinwand im Kino des DFF – Deutsches Filminstitut & Filmmuseumin Originalsprache zu entdecken.

Von Tijuana nach Ushuaia – Lateinamerika ist so groß wie vielfältig, auch was die Filmlandschaft angeht. Manche Länder wie Mexiko, Brasilien und Argentinien haben eine längere Kinotradition und zahlreiche Produktionen, die im In- und Ausland erfolgreich sind. In kleineren Ländern in Zentralamerika ist die Anzahl an neuen Filmen erst nach der Digitalisierung der Produktion vor einigen Jahren stark angestiegen. Die Filmproduktion wächst, aber die Mehrheit dieser Filme kommt nie in deutsche Kinos, und ist bestenfalls bei großen Festivals zu sehen.

Das Ziel des Festivals bleibt nach wie vor, die Vielfalt Lateinamerikas zu zeigen und einen Raum für die Reflexion über die zeitgenössische lateinamerikanische Filmproduktion zu schaffen. Neben Spanisch und Portugiesisch werden auch Filme in indigenen Sprachen wie u.a. Aymara und Quechua gezeigt. Regisseur*innen aus verschiedenen Ländern reisen nach Frankfurt, um sich mit dem Publikum auszutauschen und mehr über den Entstehungsprozess des Filmes zu erzählen.

Das heutige Festival wird ehrenamtlich vom Verein Café Azul e.V. in Zusammenarbeit mit der Kinoabteilung des DFF – Deutsches Filminstitut & Filmmuseumgestaltet. Ohne unsere Unterstützer und Förderer wäre es nicht möglich, dieses Festival zu organisieren. Und natürlich wäre das Festival nicht vollständig ohne unser treues Publikum, das jedes Jahr dabei ist!
