The popularisation of digital media technologies, from the Internet to diverse social media netwo... more The popularisation of digital media technologies, from the Internet to diverse social media networks, has enabled ordinary citizens to become digital hyperlocal media participants in various localities. The current study examines digital hyperlocal media practices in Seoul from an ontological, ethical and political perspective of care. There is convergence in how digital hyperlocal media constitute a singular form of caring-with, particularly by practicing truth by, for, and of themselves in a locality. In our analysis, care-of-us ethics featured in digital hyperlocal media are actualised in five interrelated elements of ‘space, collectivity, communication, work, and product’—that is, (1) creating and dwelling (space), (2) hosting and joining (collectivity), (3) listening and speaking (communication), (4) shifting and overlapping (work), and (5) versatility and vernacularity (product). Digital hyperlocal media is an incubation (not perfection) of the local public sphere, in which participants, both producers and audiences, are connected as immanent (not established) members of the public, and create threads of potential (not completed) public opinions.

Using the 2016 Candlelight Movement in South Korea as a case study, we attempt to understand how communication processes construct the sociocultural meanings of collective action. We argue that understanding a social movement requires comprehension of the communicative actions of the movement participants, either physically or symbolically engaged, through which they together make sense of the broad contexts and meanings of the movement as they actively pursue construction of the identities and themes of the collective action. Based on a communication perspective of social movements, we developed three research questions regarding the specific features of the collective action repertoire, collective identities and issue framing. The population of the poor in Korea as well as in other advanced countries is soaring. Consequent... more The population of the poor in Korea as well as in other advanced countries is soaring. Consequently, the government's urgent intervention with effective welfare policies is needed. Current literatures on the media and public policy studies indicate that the nature and approach of welfare policy are related to how media frame the poor. However, there are few systematic media studies conducted on this socially urgent issue in Korea. In this study, we try to explore how dominant Korean media frame the poor and how they view the poor people in Korea. Specifically, we will attempt to explore, first, media frames of the poor by the dominant media in Korea, second, how the media conceive the causes of and solutions to the problems of the poor, and third, what are the demographic characteristics of the poor. We chose two most politically influential and financially rich media organizations in Korea, Chosun Ilbo (newspaper) and KBS (public broadcast), to analyze their media frames on the poor. The analytical frame is made based on the current literatures on the media frame and welfare policy studies. The results show that while

이 발제문은 2022년 TBS 언론에 대한 정치적 탄압과 관련하여 한국언론정보학회 산하 "언론의사회적책무위원회"가 주최한 긴급 토론회를 위해 준비되었다. 나는 이 발제문을 통... more 이 발제문은 2022년 TBS 언론에 대한 정치적 탄압과 관련하여 한국언론정보학회 산하 "언론의사회적책무위원회"가 주최한 긴급 토론회를 위해 준비되었다. 나는 이 발제문을 통해 시민공영방송 TBS에 대한 정부와 의회가 정치적 압력을 가하는 것의 논리적 근거와 그러한 논리에 담긴 정치사회적 의미와 이들이 한국의 현재 미디어 민주주의와 관련하여 어떠한 함의를 던져 주고 있는지를 살펴보고자 한다. 세간에 알려져 있는 것과 달리 나는 이것이 단순히 방송 저널리즘의 정치적 편향성과 공정성의 문제라는 저널리즘과 여론이라는 정치커뮤니케이션 차원의 문제를 넘어서, 한국 사회를 지배하고 있는 언론 권력의 상태와 언론 권력이 구조화 하는 반민주적인 시민의 언론 권력의 문제들을 내포하고 있다고 생각한다. 하지만 지금까지, TBS에 대한 정치적 외압과 관련한 일련의 논쟁들은 매우 피상적이며, 그렇기에 매우 정치적인 방식으로 축소 및 왜곡되어 있다. 이 글을 통해 나는 이러한 주장의 이유와 그러한 문제들의 근본 원인 및 더 나아가 대안들을 제시해 보고자 한다. 먼저, TBS에 대한 정치적 외압의 근거인 ‘정치적 편향성’에 대한 비판의 성격을 살펴볼 필요가 있다. 참고로 이 발제문에 이어 토론회 토론자들의 토론문도 함께 첨부되었다.
포퓰리즘은 뉴스산업의 비즈니스에 유용한 듯이 보인다. 포퓰리즘이 발호하는 곳에서 저널리즘 규범의 자리에 뉴스 비즈니스의 논리가 압도하는 것은 우연이 아니다. 포퓰리스트 사회에... more 포퓰리즘은 뉴스산업의 비즈니스에 유용한 듯이 보인다. 포퓰리즘이 발호하는 곳에서 저널리즘 규범의 자리에 뉴스 비즈니스의 논리가 압도하는 것은 우연이 아니다. 포퓰리스트 사회에서는 민주적인 토론의 필요성을 느끼지 않으며 비정치적, 반정치적 언어로 사회 공통의 이슈와 문제를 프레임하며 그것을 국민을 위한 비판이라고 포장한다. 특히 포털뉴스서비스는 포퓰리스트적인 방식과 내용으로 시장지배적 지위를 유지하고 성공적인 비즈니스 모델을 실현하는 듯이 보이며 그 결과로 정치사회적 포퓰리스트화 시키는데 기여하고 있다는 우려를 갖게 한다. 포털이 어떠한 방식과 내용으로 한국 사회에서 뉴스산업복합체라는 병목구조를 만들고 그 구조안에서 언론 공론장이라는 공유지를 파퓰리스트적으로 황폐화시키는지 논의하며, 공론장의 병목구조를 재강화, 확장하는 포털 저널리즘의 개혁을 위한 원리를 제시하고 대안을 찾고자 한다.
