The working group discussed accepting #673 for the tech preview. Because this was a late-breaking change, the group d 8000 ecided to work on incorporating work on bidi and UAX31 conformance in the early post-45 period.

I was tasked with creating a PR with a note about bidi for the Tech Preview specifically. This note is adapted from text proposed in #673.

It also fixes two formatting errors for notes in the syntax doc.
